Live Fire with a Purpose Program Takes Navy Warfighting to New LevelIn early 2016, Naval Surface and Mine Warfighting Development Center (SMWDC) was designated as the executive agent for Commander, U.S. Pacific Fleet and U.S. Fleet Force’s revamped missile exercise (MSLEX) program, Live Fire with a Purpose (LFWAP). Since that time, the SMWDC LFWAP team supported 85 combatants in firing more than 100 Standard Missile 2 (SM-2), Rolling Airframe Missile (RAM) and NATO Sea Sparrow Missiles (NSSM). On May 28, 2018, USS The Sullivans (DDG 68) launched an SM-2 to mark the centennial missile firing. Essex ARG 13th MEU with Embarked F-35B Enters Central CommandThe 13th Marine Expeditionary Unit (MEU) and the Essex Amphibious Ready Group (ARG) with the attached Marine Fighter Attack Squadron (VMFA) 211 is the first continental U.S.-based Navy and Marine Corps force to deploy with the Lightning II. The Essex ARG/MEU team is currently conducting a regularly scheduled deployment. |

PANAMAX 2018 Prepares Partners to Protect Panama CanalPANAMAX 2018 concluded at U.S. Naval Forces Southern Command/U.S. 4th Fleet (USNAVSO/FOURTHFLT), where 314 U.S. and partner nation personnel comprised the Combined Force Maritime Component Command (CFMCC) portion of the annual exercise, Aug. 10. 2018 CARAT Builds CooperationCooperation Afloat Readiness and Training (CARAT) is an annual, nine-country bilateral naval exercise series between the United States and Bangladesh, Brunei, Cambodia, Indonesia, Malaysia, Singapore, the Philippines, Thailand, and Timor Leste and is designed to enhance capabilities in a broad spectrum of naval operations including maritime security skills and operational cohesiveness among participating forces. Turning Into Chiefs -The Journey from Blue Shirt to KhakiMore than 4,700 first class petty officers throughout the Navy received the big news, Aug. 8, that they were selected for the rank of chief petty officer (CPO), widely considered the biggest milestone in an enlisted Sailor’s career. Less than 10 percent of all who enter the enlisted ranks are eventually selected. Chiefs not only are considered the subject-matter experts in their rates, but are also expected to effectively lead and train junior Sailors and even junior officers. |

Lessons from the Energy BusI took command of USS Harpers Ferry (LSD 49) after multiple failed inspections led to a dejected crew with low morale and a daunting and extremely ambitious work-up schedule. In short, I stepped aboard a losing organization just assessed as “Not Ready for Sea” and was given five short weeks to get Basic Phase (Tier 1+) certified in order to participate in the world’s largest fleet exercise. Surface Warfare Magazine is the professional magazine of the surface warfare community.
Its purpose is to educate its readers on surface warfare missions and programs,
with a particular focus on U.S. surface ships and commands. This journal will also draw upon the
Surface Force’s rich historical legacy to instill a sense of pride and professionalism among
community members and to enhance reader awareness of the increasing relevance of
surface warfare for our nation’s defense.
The opinions and assertions herein are the personal views of
the authors and do not necessarily reflect the official views
of the U.S. Government, the Department of Defense or the
Department of the Navy.
