VCNO Visits Warfare Tactics Instructors

SAN DIEGO (July 22, 2016) Lt. Stephen Arnold (right), a student warfare tactics instructor (WTI), presents a question to Adm. Bill Moran, the Vice Chief of Naval Operations, during his visit to the Naval Surface and Mine Warfighting Development Center (SMWDC) at Naval Base San Diego. WTIs are a cadre of tactically-advanced junior surface warfare officers and limited duty officers, who are charged with increasing the tactical proficiency of the Surface Fleet.
