|Captain Will Baxter
Captain Will Baxter is from Allen, Texas. Upon graduation from Texas A&M University in 1994, he was commissioned an Ensign through the University’s Naval ROTC program. He reported to Destroyer Squadron THREE ONE as Deputy Commander in June 2018.
Afloat, Captain Baxter commanded the Battle Effectiveness Award (Battle ‘E’) winning destroyer USS WAYNE E. MEYER (DDG 108). Previous to the command tour, he served as post-grounding Executive Officer of USS PORT ROYAL (CG 73), in which he was part of the team that returned her to fleet service following an unfortunate grounding. Preceding PORT ROYAL, Baxter served as Executive Officer of USS O’KANE (DDG 77) and completed a deployment to the Western Pacific and Arabian Gulf in support of combatant commander’s ballistic missile defense requirements. As a department head, he served as Engineer Officer aboard USS YORKTOWN (CG 48), deploying with the WASP Expeditionary Strike Group in support of Operation Iraqi Freedom and Operation Enduring Freedom. He also served as Engineer Officer of USS TAYLOR (FFG 50), completing a Standing Naval Forces Mediterranean deployment in support of Operation Active Endeavor. He completed his division officer tours aboard USS UNDERWOOD (FFG 36) and USS SPRUANCE (DD 963).
Most recently ashore, Baxter completed an assignment at the U.S. Mission to NATO in Brussels, Belgium, where he served as the Defense Planning Chief. Additionally ashore, he completed three assignments within Navy’s Manpower, Personnel, Training, and Education Enterprise. He served as Naval Science Instructor at Texas A&M University’s Naval ROTC Unit, as Surface Warfare Second Tour Department Head Assignment Officer at Navy Personnel Command (PERS 41), and as Branch Head, Surface Warfare Junior Officer Assignments at PERS 41. In this capacity, he led the team responsible for assignment of 6,000 Surface Warfare Junior Officers.
Captain Baxter holds a Bachelor’s degree in Civil Engineering, a Master of Engineering degree in Engineering Management from Texas A&M University, and a Master of Arts degree in National Security and Strategic Studies from the U.S. Naval War College.
Captain Baxter’s personal awards include the Defense Superior Service Medal, the Meritorious Service Medal, the Navy and Marine Corps Commendation Medal.
