Rear Admiral Richard A. Brown
Commander (July 2015 - September 2016)

Rear Admiral Richard A. Brown is a native of Lowell, Massachusetts. He graduated from the United States Naval Academy in 1985 with a Bachelor of Science in Mathematics.

His sea tours include navigator and damage control assistant in USS Charles F. Adams (DDG 2); flag lieutenant for Commander, Cruiser Destroyer Group 12; operations officer in USS O’Bannon (DD 987); operations officer in USS Leyte Gulf (CG 55); executive officer in USS Mahan (DDG 72); commanding officer, USS The Sullivans (DDG 68); and commanding officer, USS Gettysburg (CG 64).

Every year he commanded a Navy ship, his crew earned the Battle Efficiency Award. In 2009, USS Gettysburg also earned the Arizona Memorial Trophy.

Ashore, he served as flag secretary for the Supreme Allied Commander Atlantic/Commander in Chief, United States Joint Forces Command; branch head for Surface Commander and Lieutenant Commander Assignments, Navy Personnel Command, PERS 410; Strategy and Policy Branch head for OPNAV N3N5IW; executive assistant to the Assistant Secretary of the Navy (Manpower and Reserve Affairs); commanding officer, Surface Warfare Officers School Command and Commander, Naval Service Training Command.

He took command of Carrier Strike Group 11 in July 2015.

He holds a Master of Science in Operations Research from the Naval Post Graduate School and a Master of Arts in National Security and Strategic Studies from the Naval War College.

His personal awards include four Legions of Merit, the Defense Meritorious Service Medal, two Meritorious Service Medals, five Navy Commendation Medals and two Navy Achievement Medals.
