CDR James M. Alger
Executive Officer (May 2016 - June 2018)

Commander Alger is a native of Montvale, NJ. He graduated from the University of Notre Dame with a Bachelor of Science in Civil Engineering in May 1998 and received his commission through the Naval Reserve Officer Training Corps program. He also holds a Master’s Degree in Engineering Project Management from the University of Maryland.

Upon completing Surface Warfare Officer School in November 1998, he reported as Electrical Officer and Deck Second Division Officer on USS COMSTOCK (LSD 45) and deployed in support of Cooperation Afloat Readiness and Training (CARAT) 1999. Subsequent assignments included Officer in Charge of Detachment FOXTROT, Assault Craft Unit FIVE in which he deployed with his Detachment to CENTCOM on USS PEARL HARBOR (LSD 52) in December 2001 operating in the Northern Arabian Sea in support of Operation ENDURING FREEDOM and Expeditionary Warfare Training Group PACIFIC as Landing Craft and Engineering Branch Head.

Following his lateral transfer to the Civil Engineer Corps in 2004, he reported as Assistant Public Works Officer and Base Operating Support Contracts Manager at Public Works Department (PWD) Patuxent River. In January 2006, he deployed as an Individual Augment in support of Operation IRAQI FREEDOM, serving as Infrastructure Manager for Joint Area Support Group providing oversight on utility and roadway projects for Coalition Forces and Iraqi Government agencies in the International Zone of Baghdad, Iraq. Upon returning to PWD Patuxent River, he was assigned as a construction manager where he was selected as Naval Air Station Officer of the Year and NAVFAC Washington Military Engineer of the Year for 2007. In June of 2009, he reported to Amphibious Construction Battalion TWO as the Training Officer, directing Maritime Prepositioning Forces (MPF) offload and Joint Logistics Over the Shore (JLOTS) training exercises in Greece, Latvia, and Morocco as well as deploying to Port-au-Prince, Haiti providing critical Logistics Over the Shore capabilities in support of earthquake response in January 2010. He then served as the Assistant Public Works Officer at Naval Station Norfolk, the largest and most operationally intense Naval Station in the world, until July 2013.

His recent tours included Executive Officer of OICC MCIWEST on MCB Camp Pendleton supporting Marine Corps Installation West’s historic $7B construction program. Naval Facilities Engineering Command Southwest where he was the Assistant Operations Officer and Integrated Product Team Leader supporting engineering, construction, public works and environmental services for MCIWEST and eight Marine Corps installations.

Commander Alger is qualified in Seabee Combat Warfare and Surface Warfare, is a member of the Acquisition Professional Community, a registered Professional Engineer in Maryland and a Certified Energy Manager. His personnel decorations include the Meritorious Service Medal, Joint Commendation Medal, Navy Commendation Medal (five awards), and Navy Achievement Medal (three awards).
