Captain Cloyd was born aboard Subic Bay Naval Base in the Philippines in 1972. He graduated from University of California at Davis in 1994 with a Bachelor of Science degree in Mechanical Engineering. He was commissioned an Ensign in the Civil Engineer Corps in February 1995 following Officer Candidate School, Pensacola, Florida. He holds a Master of Science degree in Construction Engineering and Management from Stanford University and completed the Executive Leadership Development: Analysis to Action program at Stanford University’s Graduate School of Business.
Captain Cloyd’s initial tours in the Navy included Construction Manager & Contracting Officer, Officer in Charge of Construction (OICC) Marianas, Guam; Staff, U.S. Joint Support Group Haiti & Officer in Charge of Detail Iwakuni, Japan, Naval Mobile Construction Battalion (NMCB) FIVE, Port Hueneme, California; Readiness Officer and Exercise Officer, 2nd Naval Construction Brigade & Assistant Operations Officer 22nd Naval Construction Regiment, Virginia Beach, Virginia, where he deployed to Albania; Public Works Officer & OICC, Naval Support Activity (NSA) Souda Bay, Greece; Resident OICC East Pennsylvania Area, Philadelphia, Pennsylvania; Operations Officer, Amphibious Construction Battalion ONE, San Diego, California; Training Officer, 31st Seabee Readiness Group, Port Hueneme, California; and Shore Readiness Section Head, Chief of Naval Operations Assessment Division (N81), Washington, D.C.
Captain Cloyd took command of OICC Marine Corps Installations East in 2012. He then reported as Public Works Officer, NSA Bahrain in 2014.
Captain Cloyd reported to Amphibious Construction Battalion ONE on June 9, 2017 from Naval Facilities Engineering Command Hawaii, Pearl Harbor, HI, where he has been serving as Executive Officer since September 2015.
Captain Cloyd is a Seabee Combat Warfare Specialist, registered Professional Engineer in the State of North Carolina, and a member of the Defense Acquisition Corps. He is a member of the American Society of Mechanical Engineers and Society of American Military Engineers. His military awards include the Meritorious Service Medal (three awards), Navy Commendation Medal (six awards), Army Commendation Medal, Joint Service Achievement Medal, Navy Achievement Medal (two awards), and various unit and campaign awards.
