Executive Officer (June 2010 - June 2012)

Executive Officer Commander Rogers was commissioned an Ensign U.S. Navy Civil Engineer Corps in October 1990 from Officer Candidate School, Newport, Rhode Island.  Native of Austin, Texas, he graduated from University of Grenoble, France and the State University of New York, Albany, receiving French and Economics degrees respectively.  He earned his bachelor’s degree in Civil Engineering from the University of Buffalo, New York and master’s degree in Civil Engineering from the University of Illinois at Urbana/Champaign.   

His first assignment was at Naval Station, Roosevelt Roads, Puerto Rico, where he served as an Assistant Officer in Charge of Construction, managing over $40M in construction projects in Puerto Rico and the U.S. Virgin Islands.  In 1994, he reported to Naval Medical Center, Oakland serving first as the Public Works Officer and then as the Officer in Charge of the Caretaker Site Office once the base was closed due to Base Realignment and Closure (BRAC).  

After graduate school, Commander Rogers reported to Naval Mobile Construction Battalion FIVE and served as DELTA Company Commander, HEADQUARTERS Company Commander and Officer in Charge of the Naval Base Guantanamo Bay, Cuba Detail.  The Battalion earned the Battle “E” award twice during his tenure.  

After his Battalion tour, he was the Deputy Director of Defense Acquisition University (DAU), Port Hueneme Detachment leading 14 civilian and military professors.  He was also assigned additional duty to the Civil Engineer Corps Officer School (CECOS) as an instructor.  Following DAU/CECOS, Commander Rogers attended Air Command and Staff College in Montgomery, Alabama.

He then served as an infrastructure action officer and contingency response engineer for the US European Command.  He was reassigned as Transition Team engineer, and helped establish the new Combatant Command, US Africa Command.  Once US Africa Command became a Unified Command under the Unified Command Plan (UCP), he became her first Deputy Engineer.

Commander Rogers is currently the Executive Officer of Amphibious Construction Battalion ONE, located on Naval Amphibious Base Coronado, CA.

Commander Rogers is a Seabee Combat Warfare qualified officer and a member of the Acquisition Professional Community.  He is a registered Professional Engineer in the state of California.  His personal awards include the Defense Meritorious Service Medal (two awards), the Joint Commendation Medal (two awards), the Navy and Marine Corps Commendation Medal (two awards), and the Navy and Marine Corps Achievement Medal (two awards).
