Executive Director

Mr. Jeffrey A. Klein became the first Executive Director for the Naval Surface Force in 2008. Mr. Klein directly supports the Commander, Naval Surface Forces, who is responsible for manning, training, equipping, and maintaining more than 160 surface force ships based around the world. Mr. Klein was appointed to the Senior Executive Service in September 2000.
Prior to reporting to Commander Naval Surface Forces, Mr. Klein served as the Director of Logistics and Fleet Support, Space and Naval Warfare Systems Command, where he was responsible for planning, coordinating, and executing an integrated, Fleet-focused C4ISR readiness and logistics program for Navy information technology systems worldwide, both afloat and ashore. Mr. Klein is a recognized authority on installation, in-service, and integrated logistics support of operational, systems acquisition, technical architectures, and systems engineering requirements for information systems.
In 1999, Mr. Klein was promoted as the Director of Specialty Engineering, Coastal Systems Station, Naval Surface Warfare Center, Panama City, Florida. During this assignment he directed the Station’s Integrated Logistics Support, Quality Assurance, and System Safety programs in support of Mine Warfare, Diving and Life Support, Amphibious Warfare, and Special Operations programs. He provided cost effective life-cycle support as the In-Service Engineering Agent for over 60 Navy, Marine Corps, and United States Special Operations Command programs.
From 1989 through 1999, Mr. Klein served as the Assistant Program Manager, Integrated Logistics Support, Deep Submergence Program Office (PMS 395) at the Naval Sea Systems Command (NAVSEA). He was responsible for the financial and integrated logistics support for assigned Navy submarine, ship, submersible, ocean engineering, and ship systems. He also served as the Assistant Program Manager in the Deep Submergence Vehicles responsible for the Navy’s submarine rescue program and translating naval and national deep submergence systems requirements into capabilities.
In 1986 he entered federal service with the Department of the Navy serving as a Logistics Management Specialist on the staff of the Chief Engineer for Logistics, Policy, and Appraisal for NAVSEA. In that capacity, Mr. Klein developed uniform and balanced logistics support policies for NAVSEA ship, weapon system, and equipment acquisitions.
His professional career began in 1982 as a Program Analyst/Junior Engineer in private industry where he provided engineering and operational analysis support for the OHIO class command and control system and DDG-51 class surface ship machinery control systems.
Mr. Klein is a native of Washington, D. C. and holds a Masters of Science Degree in Engineering and a Bachelor of Chemical Engineering Degree from the Catholic University of America. He is a graduate of the Advanced Program Management Course of the Defense Systems Management College and the Navy Executive Business Courses I/II. He is a member of the Acquisition Professional Community certified in Program Management and Acquisition Logistics. Mr. Klein is the recipient of the Presidential Rank Award, the Navy Superior Civilian Service Award and the Navy Meritorious Civilian Service Award.
