Chief of Staff (July 2016 - June 2017)

Captain Fred W. Kacher was raised in Oakton, Virginia and graduated from the United States Naval Academy in 1990 with a degree in English.

At sea, Captain Kacher most recently served as commodore of Destroyer Squadron SEVEN, forward deployed to Southeast Asia, during which time he was selected as the U.S. Navy League’s 2015 recipient of the John Paul Jones Inspirational Leadership Award. Prior to assuming command, he served as deputy commodore during the command’s shift to Southeast Asia in support of America's Rebalance to the Pacific.

Among his previous sea tours, he served on cruisers and destroyers, deploying multiple times as part of the Atlantic and Pacific Fleet. Captain Kacher served as the first commanding officer of USS STOCKDALE (DDG 106) which earned the Battle Efficiency Award in 2010. While he served as Executive Officer in USS BARRY (DDG 52), the ship was selected for the Arleigh Burke Fleet Trophy and Captain Kacher was selected for the Admiral Elmo Zumwalt Award for Visionary Leadership after being nominated by members of the ship’s crew.

Prior to his current position, Captain Kacher most recently served ashore as Lead Speechwriter and Special Assistant to the Chairman of the Joint Chiefs of Staff. In 2006, he was selected as a White House Fellow serving as Director, Strategy and Budget on the Homeland Security Council at the White House. He has also served as Special Assistant to the Secretary of the Navy and as Deputy Executive Assistant to the Deputy Chief of Naval Operations for Information, Plans, and Strategy (N3/N5).

Captain Kacher holds various decorations and awards including the Presidential Service Badge and holds a Masters degree in Public Policy from Harvard’s Kennedy School. He has also received the Arleigh Burke Leadership Award, the Knachel Leadership Award, and the Top Gunner Award at both Department Head and Prospective Commanding Officers Schools. He is author of the book, Newly Commissioned Naval Officer’s Guide (U.S. Naval Institute Press).
