CAPT Shafley attended Miami (OH) University where he graduated in 1994 with a Bachelor of Arts in Political Science.
His first tour of duty was in USS BOONE (FFG 28), where he served as Combat Information Center Officer and Communications Officer. He then reported to USS HUE CITY (CG 66) where he served as Assistant Operations Officer and Air Defense Officer.
As a Department Head, CAPT Shafley served in USS CARNEY (DDG 64) as Operations Officer. CARNEY conducted Maritime Interdiction and MPPS Escort Operations in advance of Operation Iraqi Freedom. Subsequently, he served in USS GETTYSBURG (CG 64) again as Operations Officer. GETTYSBURG deployed to the Arabian Gulf as Air Defense Commander for the ENTERPRISE Strike Group supporting combat operations ashore for both Operation Iraqi and Enduring Freedom.
He next sailed in USS COWPENS (CG 63) as Executive Officer. COWPENS served as Air Defense Commander to Battle Force Seventh Fleet in USS KITTYHAWK (CV 63) forward deployed to Yokosuka, Japan.
Following COWPENS, CAPT Shafley's served as an Afghanistan/Pakistan Desk Officer in the Strategy, Plans, and Policy Directorate’s Combined Planning Group (CPG) at US CENTRAL COMMAND. While assigned to the CPG, he deployed to support the USFOR-A/ISAF Staff, Kabul, Afghanistan as the Deputy Plans Chief for Information Operations. While serving in these staff capacities he gained valuable experience in working in joint, combined, and coalition environments.
CAPT Shafley commanded USS KAUFFMAN (FFG 59). While in Command, the Sailors of Kauffman performed admirably during Counter-Piracy Operations off the Horn of Africa and worked tirelessly in numerous extensive maintenance and overhaul periods that raised her material condition standards and prepared the ship for future deployed operations.
He was next assigned as the Prospective Commanding Officer Course lead and Curriculum Director at the Naval Leadership and Ethics Center. While at NLEC, he mentored over 1500 Command Level leaders during his tenure.
CAPT Shafley served as the Executive Assistant to the Commander US Sixth Fleet, and Striking and Support Forces NATO. During this assignment, the 6th Fleet Staff and its assigned units led and participated in its first combat operations from the Mediterranean in over ten years.
CAPT Shafley attended the Naval Post-Graduate School in Monterey California and graduated with a Masters of Science in Information Technology Management. He is a graduate of the US Army Command and General Staff College in Ft. Leavenworth Kansas and the Senior Course at the Naval War College. He is a graduate of NWC's Advanced Strategist Program and is a designated Naval Strategist.
While Deputy in DESRON 26, CAPT Shafley commanded Task Force 49 Embarked on USNS COMFORT for Enduring Promise 2018. Enduring Promise was a Humanitarian mission to Central and South America. The combined Integral team treated 26,000 patients and advanced SOUTHCOM engagement goals in Colombia, Ecuador, Peru and Honduras.
CAPT Shafley’s awards include the Legion of Merit, Defense Meritorious Service Medal (2), the Meritorious Service Medal (3) the Navy Commendation Medal (3), the Navy Achievement Medal, and various unit and service awards. He is a Joint Qualified Officer.
