Lieutenant Commander Kvandal is a native of San Diego, California and a 2006 graduate of the United States Naval Academy with a Bachelor of Science in Mechanical Engineering. He holds a Master of Science in Structural Engineering from the University of California, San Diego. He received his Commission from the United States Naval Academy in May 2006.

LCDR Kvandal began his career stationed with Naval Mobile Construction Battalion 3 (NMCB THREE)  where he served as Company Commander and Officer In Charge. In 2008 he then transferred to Construction Battalion Maintenance Unit 303 (CBMU 303) where he was assigned as Officer-In-Charge of a Detachment at Naval Air Station, Lemoore, California. In 2010 he was accepted into the Civil Engineer Corps Ocean Facilities Program and was assigned to University of California, San Diego prior to reporting to Naval Diving and Salvage Training Center in Panama City, Florida where he completed his Marine Engineer Dive Officer training. In 2012 he was assigned to NAVFAC Engineering Service Center, East Coast Detachment at the Washington Navy Yard where he served as the Deputy CNIC Waterfront Inspection Program Manager. LCDR Kvandal transferred to NAVFAC Washington in 2014 where he was assigned to Marine Corps Base Quantico as the FMFS Branch Head as well as a Construction Manager at the Quantico FEAD Office until 2016.  From there he transferred to NAVSEA Advanced Undersea Systems Program Office (PMS-394) where he worked as the Special Projects Officer.

He is currently Commanding Officer of Underwater Construction Team TWO, Port Hueneme, California​.

LCDR Kvandal is a registered professional engineer in the State of Michigan, a qualified Seabee Combat Warfare Officer, and a qualified Marine Engineer Dive Officer.

 Lieutenant Ronald J. Uglow

 Executive Officer, Underwater Construction Team TWO

LT Ronald (R.J.) Uglow is from Minneapolis, MN. He graduated from the University of Wisconsin-Madison with a degree in Industrial Engineering and received a commission as an Ensign in the United Stated Navy through the Reserve Officer Training Corps. He also holds a Master’s Degree in Ocean Engineering from the University of Hawaii.

LT Uglow’s first tour was aboard NMCB 74 in Gulfport, MS from 2010-2012 where he served as an Assistant Detachment Officer-In-Charge and Current Operations Officer. LT Uglow then served with Maritime Civil Affairs and Security Training Command in Virginia Beach, VA as a Civil Affairs Team Leader from 2012-2013. He then moved to NAVFAC Hawaii where he completed tours as a FEAD Team Leader and an Assistant Public Works Officer until 2016.
LT Uglow is a qualified as a Seabee Combat Warfare Officer and Joint Diving Officer. He is a registered Professional Engineer in the state of Arizona and DAIWIA Contracting level 2 certified. His personal awards include two Navy and Marine Corps Commendation Medals, one Navy and Marine Corps Achievement Medal, and one Air Force Achievement Medal.

 EQCM(SCW/MDV) Emory M. Cole III

 Senior Enlisted Leader
 Underwater Construction Team TWO

Originally from Loma Linda, California, Master Chief Cole attended Redlands High School. Upon graduation he joined the Navy and reported to Recruit Training Command in Great Lakes, Illinois February 1996, then attended Equipment Operator A-school in Fort Leonard Wood, Missouri. 

Master Chief Cole’s first duty station was Naval Air Facility Adak, Alaska where he served under the military's Base Realignment and Closure Program (BRAC) to decommission the base. In early 1997 he reported to Naval Mobile Construction Battalion Three completing three deployments to Spain, Guam, and Souda Bay.

After selection to the Underwater Construction Technician pipeline, EQCM attended 2nd Class Dive School in Panama City Beach, Florida arriving at Underwater Construction Team TWO, Port Hueneme, CA in January 2011.  During the next four years, he circled the globe completing projects in the Arctic Circle, Australia, Niue, and Iraq during Operation Iraqi Freedom (OIF).

After qualifying as an Air Diving Supervisor, he returned to Panama City, FL in 2005 to attend 1st Class Dive School.  He then continued his service at Underwater Construction Team TWO as the Training Officer and completed multiple deployments as the Officer-in-Charge of Construction Diving Detachment Charlie. In August 2011 EQCM attained the coveted Master Diver qualification and took on added responsibility as the Maintenance Officer and Operations Chief.

In 2016, he served as Naval Construction Group ONE’s and THIRTIETH Naval Construction Regiment’s Command Master Diver as the primary advisor for both Commodores on all subjects pertaining to diving, demolition and navigation.In his most recent assignment, he is serving as the Command Senior Enlisted, Underwater Construction Team TWO.

He is qualified as a Seabee Combat Warfare, Expeditionary Warfare, and Master Diver.  His military awards include four Navy and Marine Corps Commendation Medals, four Navy and Marine Corps Achievement Medals, the Presidential Unit Commendation, Iraqi Campaign Medal, Global War on Terrorism Expeditionary Medal, Humanitarian Service Medal and other campaign and service awards.

He is married to the former Corrie Gallagher and has three children: Justin, Devin and Darin.
