Dr. Guerry "Rusty" Hagins
Executive Director, Naval Service Training Command
Dr. Rusty Hagins is a graduate of the University of California
Irvine and was commissioned as a U.S. Navy Surface Warfare Officer
through Officer Candidate School in Newport, Rhode Island.
Dr. Hagins completed afloat tours in USS Monticello (LSD-35), USS
Mobile (LKA-115), Assault Craft Unit Five, and USS Dubuque (LPD-8).
Ashore, he completed post-graduate education earning a Master of
Arts in Education Administration from San Diego State University,
served as the Assistant Chief of Staff for Plans and Policy for
Commander U.S. Naval Forces Korea, Chief Staff Officer /Executive
Officer for Fleet Activities Chinhae, Korea, Inspector General for
Naval Service Training Command and Navy Region Midwest, Executive
Assistant for Naval Education Training Command, Director of
Operations, Analysis and Requirements for Naval Service Training
Command, and Executive Officer Naval Reserve Officers Corp Marquette
University. He held an Education Training Management proven
sub-specialty and Strategic Sealift Specialty Career Path
During a mid-career break in service, he earned two U.S. Coast
Guard Merchant Marine licenses, and sailed commercially before
transitioning ashore and serving as Assistant Vice President of
Operations and Logistics for P&O Nedlloyd container shipping
company. As a member of the U.S. Navy Reserve Component, Dr. Hagins
served at the U.S. Naval Academy as a Yard Patrol (YP) craft
Officer-in-Charge and seamanship/navigation instructor prior to
recall to active duty.
Dr. Hagins received his Doctorate in Educational Leadership from
Cardinal Stritch University in Milwaukee, WI. He retired from active
duty and entered Federal Civil Service in 2015. His current
assignment is Executive Director, Naval Service Training Command in
Great Lakes, IL.
