Access to NROTC and other Encrypted Navy Websites

Many Department of Defense, US Navy, and other Federal Government websites use SSL to encrypt network traffic between web servers and browsers. This is similar to banks, brokerage houses, and e-commerce websites.

If you are having problems accessing our NROTC website (http://www.nrotc.navy.mil) or other similarly encrypted sites, the problem is most likely certificate errors such that the browser indicates that the website is untrustworthy and will not connect. To remedy that, the DoD Root Certificates need to be installed into Microsoft Internet Explorer.

Installing the DoD Root Certificates will allow your web browser to trust the identity of websites whose secure communications are authenticated by Department of Defense agencies. The DoD Root CA 2 certificate is included with InstallRoot_5.2x32_NonAdmin.msi.

Please note: The NRSA Application functions best in Microsoft Internet Explorer. The supported browsers do include; Internet Explorer 7 and above, Firefox 12 to 42, and Google Chrome 33 to 46.

How to Install the DoD Root certificate:

Open an internet browser and go to ... https://iasecontent.disa.mil/pki-pke/InstallRoot_5.2x32_NonAdmin.msi

  1. You will be prompted to download "InstallRoot_5.2x32_NonAdmin.msi".
  2. Click "Download".
  3. Use the "InstallRoot Setup Wizard" to guide you through the installation.

If not automatically prompted to download ...

  1. Look in the lower left of the toolbar.
  2. Open "InstallRoot_5.2x32_NonAdmin.msi".
  3. Use the "InstallRoot Setup Wizard" to guide you through the installation.

Supported Operating Systems

  • Windows 8 and 8.1 (32 and 64-bit)
  • Windows 10 (32 and 64-bit)
  • Windows Server 2003 and 2003 R2 (32 and 64-bit)

NOTE: Restricted mode not supported.

  • Windows Server 2008 and 2008 R2 (32 and 64-bit)
  • Windows Server 2012 and 2012 R2 (32 and 64-bit)
