VOLUNTARY EDUCATION (N2)

The Voluntary Education (VOLED) (N2) Department is responsible for the oversight and administration; of the off-duty VOLED programs. These programs include Tuition Assistance (TA) via the My Education portal, the Advance Education Voucher (AEV) (Enlisted); Graduate Education Voucher (GEV) (Officer, Office Special Education Programs (OSEP) and the Navy College Program for Afloat College Education (NCPACE).

NAVY ADVANCEMENT CENTER (N3)

The Navy Advancement Center (N3) Department is responsible for Navy-wide administration of the Navy Enlisted Advancement System.  The Navy Advancement Center (NAC) develops and distributes enlisted advancement examinations for Navy-wide administration, evaluates and rank-orders all candidates for advancement, applies advancement quotas from Chief of Naval Operations, and issues authority for advancement of enlisted personnel to pay grades E-4 through E-9. The NAC also produces and publishes advancement-related products such as exam specific reference lists and serves as the principle advisor to OPNAV N132 on advancement policy issues.

RESOURCES MANAGEMENT (N8)

Resources Management (N8) Department serves as principal advisor to the Commanding Officer and other senior managers on resources management matters (funding limits, usage, and efficiency). N8 provides funds administration services for NETPDC, Naval Education and Training (NETC) Headquarters, NETC centrally managed programs, Naval Service Training Command accessions programs, and other assigned Manpower, Personnel, Training, and Education activities. N8 also provides resource data and analyses and financial systems support for NETC and NETPDC, as well as logistics and procurement support services.

Command Business Operations (N4) Department advises management on strategic planning, mission and functions, and the effectiveness of government programs and operations which consist of administrative services, facilities support, public affairs, security, and information technologies.

MANPOWER AND PERSONNEL (N1)

The Manpower and Personnel (N1) Department evaluates and improves the Command’s overall human capital planning and management by designing the organization and positions required to improve flexibility, innovation, and rapid response for Command functions. Manages and administers work force development, education, and training programs to create opportunities for personnel to obtain and use skills that affect current job assignments or strategic staffing initiatives due to the redesign of internal processes or organizational structure. Also, manages and administers the following programs: Telework, civilian performance appraisal systems, awards and recognition, leave donor, and beneficial suggestions.
