Genie Milhouse is the Human Resources Director (HRD) for the Commander, Naval Education and Training Command (NETC), a direct report to the Director of Civilian Human Resources (DCHR). As HRD, she serves as principal strategic partner and advisor to NETC leadership on all civilian HR matters for nearly 4,500 civilian personnel assigned to more than 138 commands and detachments located throughout the US and overseas. She collaborates with the Director, Office of Civilian Human Resources (OCHR) Operations Center to provide the best quality end-to-end HR services to customer commands, and works closely with the Deputy Equal Employment Opportunity Officer to ensure EEO is integrated in HR programs, processes, and operations.
She has more than 30 years civilian service with the Department of Navy (DoN) and entered the HR community as a position classification specialist at HRO Pensacola where she advanced to HR leadership and held key assignments in wage and classification, recruitment and staffing programs, and was the principal classifier and key advisor to the director for more than 7,500 employees at commands within the region. These included NETC, the Bureau of Medicine and Surgery, Naval Air Systems Command, Naval Facilities Engineering Command, and Naval Supply Systems Command. She was selected interim Deputy Human Resources Officer prior to the HRO Pensacola disestablishment in 2006. Milhouse reported to NETC from the Commander, Navy Region Southeast Director (CNRSE) where she was credited with mentoring rotating OCHR and DoN financial interns. She was the acting HR operations director responsible for oversight of personnel and operating facilities, including virtual HR servicing to remote customer commands aboard Naval installations in Florida, Mississippi, Louisiana, Texas and Guantanamo Bay, Cuba. She acted as the principal classifier for NRSE and 19 installations. She was awarded the 2011 Manpower/Leadership Recognition Award for being a valuable asset and contributor to manpower accomplishments and the CNRSE mission. Milhouse was recognized for her expertise and leadership in HR management for more than 4,000 employees and was presented the Navy’s Meritorious Civilian Service Award upon her transfer from NRSE to NETC’s Human Resources Office.
A Pensacola State College graduate with an Associate of Science degree in Administrative Office Systems, she is also a certified Lean Six Sigma (LSS) member.
