Quota Control


Classrooms at SUBLRNFAC Norfolk, when not in use, are available to commands for training. Contact Quota Control at (757)445-1900, or DSN 565-1900.

All commands must obtain a Memorandum of Understanding (MOU) if the event is classified or conducted after normal working hours. The MOU informs the requesting command what is available and what is expected. The approval for the MOU is obtained from the SUBLRNFAC Norfolk Executive Officer via the requesting command's Executive Officer (or designated augment coordinator). The MOU form (Enclosure 9 of SUBLRNFACNORVAINST 5530.14) may be obtained from the SUBLRNFAC Norfolk quarterdeck or the Administrative Officer.

Correct and updated security clearances must be on file with the SUBLRNFAC Norfolk Security Office. Personnel not on an access list with the proper clearance will not be permitted to enter classified spaces. Clearance lists maybe sent via standard naval message, fax with command cover letter, or hand delivered with command cover letter.

Any command bringing computer equipment, maintenance gear or classified material into SUBLRNFAC Norfolk must provide an itemized listing of all equipment/material to the SUBLRNFAC Norfolk Security Manager. The equipment/material will be checked upon entering and leaving SUBLRNFAC Norfolk. Contact the Security Manager at (757) 445-5254. Classrooms must be cleaned daily (i.e. Whiteboards wiped, floor swept, and trash emptied).


Quota requests may be submitted by phone or fax or genadmin message.

Waiver of course pre-requisites is approved only by the applicable SUBLRNFAC training department director.

Canceling quotas (provide SSN for quota) and trainers are authorized on voice mail and will be accepted only if your name and number is left with the message.

Pre-requisites are a major concern. Ensure all personnel pre-requisites for courses are met IAW CANTRAC to speed up the quota granting, walk-in, and substitution processes. If a pre-requisite is not met it can be waived by the SUBLRNFAC department director only. Security Clearances will not be waived. Contact Quota Control for any problems in this area.

Quota control has voice mail at (757)444-1307. Please note that granting quotas or scheduling trainers and classrooms cannot be done using the voice mail. Please leave your name, number, time and date called along with the message and we will get back to you.


To ensure effective scheduling and communications, it is good practice to have your Schools Coordinator or COB be the single point of contact when calling up to Quota Control. This minimizes miscommunication when scheduling schools or trainers. Quota Control(757)445-1900, or DSN 565-1900.


If you are reporting aboard, the following are some guidelines you should follow:

If you arrive during normal working hours:

  • Check in with Submarine Learning Facility Quarter Deck in building CEP-166, Ramage Hall
  • Arrival by plane: Taxi's are reimbursable expenses when completing your travel claim (tell the taxi driver to go to gate 5, we are just inside gate 5). Courtesy rides may be available but work best if coordinated in advance via phone or email.
