Hazardous Waste Facility Operators

Course Description:
The Hazardous Waste Facility Operators is a 40-hour course that provides information needed by personnel who work at, manage, or supervise activity hazardous waste (HW) Treatment, Storage, Disposal (TSD) facilities or less than 90-day accumulation facilities. Course trains personnel to perform their duties safely and in compliance with legal and Navy policy  requirements. RCRA regulations 40 CFR 264.16(a)(1), 265.16(a)(1), and HAZWOPER  29 CFR 1910.120 (p) require training for TSD facility personnel. HMTA, 49 CFR  172.704(a)(1) and 172.704(a)(3) require training in hazardous material  recognition and identification; and safety for each HAZMAT employee. HAZWOPER  regulation 29 CFR 1910.120(q)(6)(i) requires personnel who are likely to  witness a release of hazardous substances to be trained to an awareness level.
Topics covered include:  Hazardous Materials/Hazardous Waste (HM/MW) laws and regulations; HW liability;   Navy HM and HW waste management policies; Federal Facility compliance;   HM identification and classification; HW labeling, packaging, handling, and transportation  requirements; land ban; Hazardous Waste Manifesting;  Hazardous Waste Minimization/Pollution Prevention; hazardous properties; compatibility; health/environmental effects and personal safety;  contingency planning; emergency response procedures; emergency equipment and systems;   decontamination, and training techniques.    The OCONUS version of this course has been discontinued.

Personnel Eligible:
Personnel who work at TSD facilities, less than 90-day accumulation facilities, on-board hazardous waste trainers.
