Candidates are required to be fitted for and purchase athletic shoes on their day of arrival. Candidates are encouraged to bring a current pair of athletic shoes as a back-up in the event the Navy Exchange does not have your size in stock.

Below are different categories of students and is the required paperwork for successful in-processing. Students must review each section for applicability and required documentation.

All documents must be original or court certified copies. Photo copies, NRD copies, and notarized copies WILL NOT be accepted. All paperwork turned-in for in-processing will be returned.

Foreign documents, not in English, must be officially translated into English by an official translator or translation company.

For those married or who may have financial situations that require regular address, it is recommended you provide your spouse or trusted agent with a Limited Power of Attorney prior to reporting to Officer Training Command Newport (OTCN) to address financial or legal situations that may arise. You will have the opportunity to generate a Military Power of Attorney free of charge after reporting to OTCN.

Students will NOT have access to cellphones for a majority of their training time. All required or requested contact information must be available in hard copy (written format).

Required for all students

  • Any and all prescription medication to include birth control.
  • Permanent Change of Station (PCS) or Reserve Orders with any modifications.
  • Copies of all civilian prescriptions if taking prescription medication.
    • Hand carry 1 weeks’ worth of medication to OTCN.
  • All medical/dental records and immunization records. military and civilian.
  • Voided check for direct deposit set-up.
  • Two forms of identification. Acceptable documents are original social security card, birth certificate, and United States Passport.
  • One primary and one secondary form of identification for use in obtaining Military Identification. Click here for the list of acceptable documents for initial issue of Military ID.
  • Recruiter Contact Information (Name/Phone/Fax and NRD Address)
  • Driver’s License Number, Auto Insurance Policy Number, license plate number, vehicle make/model. (Only if you drive your vehicle to OTCN)

Required for students with spouses and dependents

In order for spouse and dependents to be enrolled in DEERS, all documents must be original or court certified copies. Photo copies, NRD copies, and notarized copies WILL NOT be accepted. All paperwork turned in for processing will be returned.


  • Marriage certificate, birth certificate, social security cards. These documents are REQUIRED regardless if spouse is on the member's Page Two or Record of Emergency Data.
  • Spouse's original unexpired identification card. (Driver's license and state identification can be copies. Official passport must be original).
  • Birth certificates and social security card for all dependents.
  • Child custody agreement.
  • Divorce decree and / or separation agreement documents.
  • Foreign documents, not in English, must be officially translated into English by an official translator or translation company.

Required for students serving as active duty sailors / prior service

Active duty Sailors will lose NSIPS access while in a training status at OTCN. Best practice is to bring hard copies of all documents that will be required and would normally be accessed via NSIPS.

Prior to arrival, verify that Navy Department Awards Web Service (NDAWS) accurately reflects all awards received (individual and unit level).

IMPORTANT: It is the responsibility of the servicemember to ensure that ALL military records (awards, schools, certifications, NECs, etc.) are up to date PRIOR to arrival at OTCN.

Required for students enrolled in Collegiate Programs (BDCP and NUPOC)

  • Military Identification Card
  • Page Two (Record of Emergency Data).
  • Transcripts with confirmation (graduation) date.

Recommended for all students

  • Book of stamps
  • Limited Power of Attorney granted to a trusted agent to act on candidate’s behalf in-case unanticipated situations arise (student loan repayment issues, rental property management, DEERs access etc.).
  • Items of a religious nature (to include texts and small, concealable neck-worn medallions) are permitted. Students/candidates are encouraged to arrive with these items. Medallions must not exceed 1.2"x2", must be worn on a standard dog tag chain, and must lay flat.

OCS Required and Recommended Items

Required and Recommended Uniform Items to Bring

The items needed to begin training are listed below. No more than what is listed should be brought. During check in, any candidate without the required items will be required to purchase them. Trips to the Navy Exchange may be made after the first week of training.

Required for all students

  • Debit/Credit card
  • Checks / mobile payment application
    • Anticipate $3,500 or more out-of-pocket expenses for uniform components and for misc. class costs.
    • Uniform card is issued to cover purchases and the candidate is responsible to pay off the balance at the time of out-processing.
  • Notify all necessary financial institutions that you will be at a military training command and unable to utilize double authentication measures (cellphone number / text with password, email confirmation etc.). If possible, have accounts temporarily set-up for single authentication measures.
  • Candidates are expected to have all personal financial responsibilities addressed and placed in a steady state (not requiring constant review or action) prior to arrival at OTCN.
  • Paper list of emergency contact information [Next of Kin] (phone numbers and email addresses)
  • Phone cards ($5 - $10 Amount)
  • Eye glasses(if prescribed) with plain black head strap (required)
  • Laundry detergent to last 3 weeks
  • 7 - 10 pairs underwear
    • At least one pair shall be white or wearer’s skin tone when worn with white uniforms per NAVPERS 15665l. Color is optional with other uniforms.
    • Men are authorized to wear boxer shorts or knitted brief styles.
  • Digital wristwatch with alarm *non-smart watch*
  • Hygiene products and toiletries (3 weeks' supply, do not overpack). Electric razors are authorized.

Required for female students

  • 5 - 7 sports bras designed for high impact sports
  • 2 - 3 brassier
    • o Both sports bra and brassiere shall be white or wearer’s skin tone when worn with white shirts or should be white or wearer’s skin tone when worn with yellow PT top. Otherwise, color is optional.
  • Black or Navy Blue one piece swim suit
  • Feminine hygiene items to last at least one week

Recommended for all students (available for purchase at the Navy Exchange on base.)

  • Contact lenses (if already worn) to be worn in later phase of training
  • Zip lock bags (gallon size)
  • Unscented face and body wipes (between shower use)
  • Unscented hand lotion
  • Nose hair trimmer
  • Cell phone with charger
  • Insoles for both running shoes and boots
  • Non-aerosol sunscreen
  • Compression shorts
    • Shall be Navy Blue or black in color, worn fully on the waist, and may not extend beyond the length of the PT shorts nor be visible while standing.
  • Lint Rollers
  • Clipboard

Recommended and authorized for female students

  • Strong hold gel
  • Non-aerosol hair spray
  • Hair retaining devices (bobby pins, spin pins, clear elastic hair ties etc.) that match hair color
  • Small hand mirror
  • Gold ball stud earrings (Worn starting in Week 9 of training). All earrings must be 4-6mm (1/8 - 1/4 inch). Earrings must be plain with shiny or brushed matte finish.

OCS Required and Recommended Items

Mandatory Issued Uniform Requirements

You will purchase all necessary uniforms during your first week of training at OCS.  DO NOT purchase them prior to arrival.  The average OCS student will spend roughly $3,500 on uniforms. The uniform allowance does not cover the entire cost. Most students will need to pay out-of-pocket an additional $1,500. Planning for the additional payment is important.

No civilian clothes are required at OCS. An issued uniform will be worn at all times until graduation.

Prior Military Service / Active Duty Students

Bring the following ONLY IF you already own them. Your uniforms will be verified for serviceability and proper fit after arrival. Any items determined to be unserviceable shall be replaced during uniform issue periods.

  • PT shorts, short and long sleeve shirts, hoodie, sweatpants (most current Navy logo and design, shall be matching set)
  • Service Dress Blue (Dry-cleaned) If E7 or Higher
  • Service Dress White (Dry-cleaned) If E7 or Higher
  • Summer White
  • Khakis with garrison and combination covers
  • NWU Type III with Black Boots (rough-side-out are not authorized)
  • Medals (large), ribbons, warfare devices
  • Undergarments associated with each uniform meeting strictest Navy standards
