NETC TOTAL FORCE MANPOWER (N1) is responsible for NETC Manpower Budget Submitting Office (BSO) functions concerning military, government civilian, and contracted manpower and military manning. These functions are executed through the following branches: Manpower Optimization/Integrated Planning and Analysis, Manpower/Manning, Operation Support Officer/Reserve Liaison, and NETC’s Command Climate Specialist (N1CCS), and Civilian Human Resources for NETC headquarters.

NETC SUPPLY CHAIN OPERATIONS (N3) integrates Force Development’s Navy Supply Chain business strategy by developing, institutionalizing and efficiently administering Supply Chain Management to achieve greater fleet readiness and overall enlisted community health. Each Sailor that reaches the fleet represents the cumulative effort of many MyNavy HR stakeholders, collectively referred to as the Navy Enlisted Supply Chain (NESC). NETC N3 lines of effort include Student Input Planning (SIP), Accession Demand Planning (ADP), Integrated Production Planning (IPP), Production Line Management, Reclassification Program, Quota Management/Production Line Analysts (QM/PLA) for all “A” and “C” schools, Accession Detailing and Student Management.

NETC FACILITIES & LOGISTICS DEPARTMENT (N4) develops policy, coordinates functions, and conducts oversight of NETC’s logistics, facilities, and force protection programs. The Logistics/Staff Supply Branch (N41) is responsible for the Government-wide Commercial Purchase Card (GCPC), Government Travel Charge Card (GTCC), personal/plant property accounting, contracts reviews and support, acquisition workforce management, ordnance and small arms weapons support, and NETC headquarters travel and supply support. The Training Readiness Branch (N43) is responsible for facilities planning, including the MyNavy HR Global Shore Infrastructure Plan (GSIP) and Training Shore Infrastructure Plan, Base Realignment and Closure, military construction (MILCON), special projects, electronic classroom planning, Interservice Training Review Organization (ITRO) facility support, recruit and initial skills training barracks, base operating support, and mission environmental programs. The Physical Security/Antiterrorism Branch (N45) is responsible for physical security, antiterrorism, and emergency management within the NETC domain. Additionally, N45 develops and maintains the NETC headquarters Continuity of Operations Plan (COOP), provides assistance in NETC subordinate unit COOP development, and supervises NETC headquarters Building Maintenance/First Lieutenant activities.

NETC DEVELOPMENT PLANNING ANALYSIS (N5) serves as the principal advisor to commander, NETC on strategic planning, metrics and analysis, education, interservice training programs, credentialing, test and evaluation for science and technology (S&T)/research and development (R&D) investment strategy. Acts as the principal point of contact with OPNAV on strategic planning, the execution of the Navy's education and development programs, and S&T/R&D strategy.

NETC INFORMATION TECHNOLOGY/COMMAND INFORMATION OFFICER (CIO) (N6) is the principal advisor to commander, NETC and to the activities supported in matters pertaining to all aspects of effective implementation and disciplined Information Management (IM) and Information Technology (IT) practices. The mission of the NETC CIO is to provide the IT capabilities needed to train every generation of Sailors and to support the requirements of NETC field commands conducting training operations around the world.

NETC LEARNING AND DEVELOPMENT (N7) implements strategic direction and policy on training and curricula development for the NETC domain. Works with training stakeholders to analyze, mitigate and solve individual and specialized skills training issues and implement Ready, Relevant Learning.

NETC OFFICE OF THE COMPTROLLER AND RESOURCES, REQUIREMENTS AND ASSESSMENT (N8) serves as the NETC comptroller and in this capacity is the personal advisor to the commander, NETC on all matters related to financial management.

NETC OFFICE OF GENERAL COUNSEL (OGC) (N00D) provides legal advice and assistance to NETC, headquarters personnel, and NETC activities on a variety of legal and policy issues involving acquisition, civilian personnel, business, fiscal, and administrative law matters, including standards of ethical conduct. NETC counsel also exercises professional supervision over other OGC attorneys within NETC. These include the NETC assistant counsels, counsel at Naval Service Training Command, Great Lakes, Illinois, and Center for Seabees and Facilities Engineering/Naval Civil Engineer Corps Officers School, Port Hueneme, California.

NETC COMMAND DEPUTY EQUAL EMPLOYMENT OPPORTUNITY (EEO) (N00E) serves as the principal advisor to Command Equal Employment Opportunity Officer (CEEOO)/commander, NETC regarding all matters pertaining to effective EEO program management. The CDEEOO develops and is responsible for executing NETC’s civilian EEO requirements. The primary focus is to establish and maintain a Model EEO Program that includes the identification and elimination of all barriers to equal opportunity in the workplace resulting in an inclusive work environment.

NETC INSPECTOR GENERAL (IG) (N00G) develops policy; coordinates functions, projects and tasks; and conducts oversight of the NETC domain activities for the following: Command Inspection/Area Visit Program, Department of the Navy (DoN) Hotline Program (including Military Whistleblower Reprisal and Restriction Complaint Investigations), DoN Command Evaluation (CE) Program, DoN Managers’ Internal Control Program (MICP), and Audit Liaison/Follow-up. The office addresses and recommends corrective actions for issues associated with fraud, waste, abuse, mismanagement, and other related improprieties involving breakdowns in command integrity and accountability. NETC IG conducts Command Inspections/Area Visits of domain activities to assess their ability to perform their primary training/training support missions. NETC IG is additional duty to the Naval Inspector General for the conduct of Hotline Complaint Investigations and, when directed, Military Whistleblower Reprisal Complaints.

NETC BUSINESS OPERATIONS (N00I) acts as NETC principal point of contact for IPP and out-year requirement planning. Reviews education and training requirements, identifies deficiencies, develops issues and alternatives for cost savings infrastructure reductions and process improvements.

NETC FORCE JUDGE ADVOCATE (FJA) (N00J) advises and acts for commander, NETC and staff, in conjunction with the NETC General Counsel (N00D), in legal matters pertaining to NETC’s mission. The FJA oversees military justice, non-judicial punishment (NJP), and administrative law matters, UCMJ Article 138 and U.S. Navy Regs., Article 1150 complaints, Victim and Witness Assistance Program, requests for official information for litigation, and the FOIA/PA programs. In addition to serving as an ethics counselor, in conjunction with the OGC, to provide ethics/standards of conduct advice, the FJA also exercises oversight responsibility for NETC's echelon 3 subordinate commands to ensure compliance with programs under the FJA’s cognizance and responsibilities.

NETC PUBLIC AFFAIRS OFFICE (PAO) (N00P) serves as principal advisor to commander, NETC in matters pertaining to all aspects of public affairs as a function of command. Advises and acts for NETC in the management of public affairs programs in compliance with plans and policies of the DoD and DoN.

NETC SPECIAL ASSISTANT FOR SAFETY (N00X) serves as the focal point for all NETC safety matters including: High and Moderate Risk Training Safety program, Navy Occupational Safety and Health (NAVOSH) Programs; Technical Training Platform Condition Assessment; Explosives Safety; Small Arms Safety; Traffic Safety; Laser Safety; Radiation Safety; Diving Safety; Recreational Off-Duty Safety; Firefighting Trainer Program; Heat Stress Control; and Operational Risk Management.

NETC ADMINISTRATION/ PERSONNEL SECURITY (N004) serves as the primary Administrative Advisor and Security Manager to the commander, headquarters staff and all subordinate activities and provides executive-level administrative guidance and quality assurance for administrative operations. Coordinates and directs all administrative functions for the NETC staff; provides personnel support for staff military personnel; administers the NETC awards program; and provides administrative support for NETC headquarters (correspondence, mail, files, reports, forms, directives, information/personnel security, printing, messages, and travel).

NETC DIRECTOR OF CIVILIAN HUMAN RESOURCES PROGRAMS (DCHR) is responsible for the strategic Human Resources (HR) planning which is integral to the mission of the NETC headquarters and its subordinate commands. This involves keeping abreast of the command’s current and future missions, manpower levels, and management development geared to support the command’s long-range goals and objectives. The DCHR develops and executes HR strategies supporting workforce shaping, base realignments and closures, restructuring, regionalization, consolidation, competitive sourcing, privatization, contracting out, and Information Technology (IT) innovations.
