LCDR Papa

Executive Officer
LCDR Michael Papa graduated from the United States Naval Academy in May 2005 with a Bachelor of Science in Oceanography.  He joined the METOC community in 2006 and began his initial tour in Yokosuka, Japan as a Naval Oceanography ASW Team lead and liaison for DESRON 15 on three WESTPAC deployments concurrently earning his SWO qualification aboard USS LASSEN DDG 82. 
 
In 2009, he completed a second Bachelor of Science degree with the University of Plymouth as part of Personnel Exchange Program in the UK.  LCDR Papa served onboard HMS SCOTT as a Hydrographic Survey Officer and Officer of the Deck completing two major deployments including one to the Antarctic. 
 
In 2011, LCDR Papa was assigned to CTF-52/MCMRON 5 and Naval Oceanography MIW Center Forward in Bahrain serving as the Department Head at CTF-52.  Then was deployed to Djibouti, Africa in support of Combined Joint Task Force Horn of Africa as the Joint METOC Officer and J-3 METOC Director in 2012 coordinating engagements with seven different National Meteorological Agencies in East Africa to further the DOD’s understanding of this sparsely sampled environment in support of counter VEO and humanitarian support efforts.  He achieved his Naval Flight Observer and Flight Meteorologist qualification working closely with the deployed P-3 detachments. 
 
In 2015, he graduated from the Naval Postgraduate School earning a Master’s Degree in Oceanography and Meteorology with a focus on studying turbulence across the air-sea interface.   He then went on to complete his O-4 Milestone tour with the CSG-2 staff as the Strike Group’s METOC, Scheduling, Assistant Surface Operations, and Space Operations Officer through the work up cycle and combat deployment to FIFTH and SIXTH Fleet in support of Operation INHERENT RESOLVE and sustainment.
 
Lieutenant Commander Papa currently serves as the Executive Officer of NAVIOCOM Pensacola, providing Cyberspace Operations support to Fleet and Combatant Commands.
 
Lieutenant Commander Papa’s personal awards include a Joint Commendation Medal, 2 Navy Commendation Medals, 2 Navy Achievement Medals, and a Military Outstanding Volunteer Service Medal.
