Base Level Communications Billing Handbook


1.0 Purpose. To provide a guide for understanding how Base Level Communications charges are calculated. 

1.1 General. NCTS Guam Base Level Communications rates are approved by the NAVNETWARCOM (NNWC) Regional Comptroller at NCTAMS PAC, Hawaii to recover cost of providing services. Rates are established and approved on a annual basis by fiscal year. Rates may be subject to change during the year if the expense of providing service changes significantly. 

1.1.1 Customer Category Budget Based Transfer (BBT) Activities. These Activities who fund for services directly to NNWC will not be billed monthly recurring line rates for services provided from NCTS Guam BLII systems.  All customers are , however, responsible for specific costs generated by and directly attributable to the customer activity, including customer owned equipment. Non-Budget Based Transfer (Non-BBT) Activities. These activities who did not fund for services directly to the NNWC will be billed monthly recurring line rates and specific costs generated by and directly attributable to the customer activity, including customer owned equipment.

1.2 Types of Rates. There are three basic types of Base Level Communications Rates. 

1.2.1 Monthly Recurring Charges (MRC). Monthly recurring rates are charged for services that are provided on a continuing basis. MRC are classified by provider and type. Classification by Provider Navy Services. Services provided from U.S. Navy-owned and operated facilities to include Navy telephone numbers, features, on-base and inter-base circuits, etc. Monthly rates for Navy recurring services are set to recover labor, materials, contracts and other direct costs incurred in operating and maintaining the facilities, plant and equipment that provides the services being billed. Overhead costs are not recovered. Commercial Services. Monthly costs for telephone numbers, circuits and other recurring type of services procured from the Guam Telephone Authority (GTA) or other commercial telephone companies. Customers are billed the cost of the service. Classification by Type of Service Telephone Lines and Features. Telephone lines are identified and billed by directory number (DN) and Class-of-Service. Each DN is a billable line and is billed by class-of-service (COS). Features are capabilities accessible from the line. Certain features are provided as part of the basic DN line charge. Optional features are billed in addition to the basic line charge. Descriptions of services and rate structures are provided in Section II. Private-Line Services. Private-line services are full-time circuits dedicated for the use of subscribers. Point-to-point private-line circuits connect two end-users. Multi-point private-line circuits connect three or more end-users. Subscribers are permanently connected to each other on a physical "hard-wired" basis or via a "virtual circuit" established through appropriate switching system(s). Private-line users have dedicated 24 hour-per-day access to their circuit without dialing an access number. Private line services and rate structures are explained in detail in Section III. 

1.2.2 Non-Recurring Charges (NRC). Non-recurring charges are billed for new installations, service modifications, engineering services, projects, and any other non-recurring service requested by the customer to cover the cost of labor and materials required to accomplish the requested work. Labor. For commonly requested services, labor is billed as part of the flat rate developed for each commonly ordered service. Current flat rate charges, by type of service requested, may be viewed at the NCTS GUAM N5 web page under “BCO Resources: BBT Rates or Non BBT Rates.”  Actual labor costs will be billed for new services requiring new outside plant cable or network expansion at an hourly rate which includes costs of direct labor involved in the design, staging of materials, and actual performance of the work plus the costs of direct supervision, equipment and vehicles, and any other costs directly incurred accomplishing the requested workCustomers requesting work to be performed after hours or on weekends will be accessed the ECP labor rate of $60/hour. Materials and Other Direct Cost (ODC). Incidental materials are included in the flat rate charges for commonly provided new services. Equipment specific to a customer requirement must be funded for separately by the customer activity. For project work requiring new outside plant cable or expansion of the BCO network to meet a customer requirement, all materials, to include cabling, ducting, telephone instruments and associated switch interface hardware, and the cost of any contract or PWC facilities work for site preparation, e.g., digging, duct installation, building modifications, etc., required to complete the requested work will be billed at actual cost. 

1.2.3 Tolls. Long-distance toll charges will be billed directly to the activity that initiates or accepts long-distance calls. 




2.1 Telephone Lines. Telephone lines are billed at a flat monthly rate for each directory number (DN) based on the assigned Class of Service (COS) or Network Class of Service (NCOS). The COS indicates the capabilities available from the line. The flat monthly rate includes all features and functions authorized under the COS to include maintenance, repair and replacement of all instruments and cabling provided by the Base Communications Office (BCO). The rate does not include maintenance and repair of customer-owned instruments or terminal equipment. 

2.1.1 Class A - Official Unrestricted. Class A service is provided for official appropriated activities. Class A users have direct-dial access to Defense Switched Network (DSN), all U.S. Navy telephones on Guam; to Andersen AFB; into the GTA TELEGUAM system for local calls; and, with proper authorization code, the NETWORX system, International Switched Voice services (ISVS) and other authorized long-distance system. 

2.1.2 Class B - Unofficial. Class B service is provided for use of unofficial and non-appropriated activities when authorized for support of official U.S. Government activities. See NCTS GUAM Instruction 2066.1F for authorized activities. Class B1 - Unofficial (Residential). Provided for the personal use of individual service members and their families residing in Navy family housing or bachelor quarters. At the present time, Class B1 service is not provided by the Guam Navy telephone system. Private individuals are required to obtain personal service from the commercial sector. Class B2 - Unofficial Business. Class B2 service is provided for non-Appropriated Fund (NAF) entities such as the Navy Exchange (NEX) or Morale Welfare & Recreation (MWR) activities, and certain approved private contractors providing services for the DoD only when commercial service is not available or not acceptable due to mission constraints. See NCTS GUAM Instruction 2066.1F for authorized activities. Class B2 telephones have access to local on and off-base numbers and commercial long-distance telephone companies for account code calling only. 

2.1.3 Class C - Official Restricted. Class C telephones are provided for official U.S. Federal Government users and are capable of dialing other official Navy telephones on Guam, official U.S. Air Force telephones at Andersen AFB and local off-base GTA TELEGUAM numbers. Class C telephones may access the NETWORX and ISVS upon establishment of appropriate account with the Base Communications customer Service Office and may access local commercial long-distance carriers for account code or collect calling only. Class C telephones are restricted from the Defense Switched Network (DSN). 

2.1.4 Class D - Off-Hook/Hot-Line. Telephones programmed to automatically dial other pre-designated telephones. Class D may apply to two (point-to-point) or more (multi-point) terminals. Class D service is billed as a private line analog service. See section III. 

2.1.5 Defense Switched Network(DSN). DSN COS is provided only for official customer activities that are authorized DSN access in accordance with the Chairman, Joint Chief of Staff Instruction (CJCSI) 6215.01. (See NCTS GUAM Instruction 2066.1F for details) DSN COS provides the same capabilities as Class A COS plus the capability to dial DSN calls to the area and at the precedence authorized IAW CJCSI 6215.01 approval. 

2.2 Private Branch Exchange (PBX) Access Lines. PBX access lines are telephone lines that terminate on a customer owned telephone switch called a private branch exchange. Calls among telephones connected to the PBX are routed by the PBX. Only calls destined for numbers at other activities not on the PBX are routed over the PBX access lines. 

• PBX access lines provide the capability for PBX users to call other numbers in the Navy system, to place DSN calls, or to access commercial long-distance services. 

• PBX access lines may be assigned the same COS as normal telephone lines. When determining PBX access line COS, the same approval requirements apply. DSN access on PBX access lines requires CJCSI 6215.01 approval. 

• PBX users obtain individual station features from the PBX. Since most advanced features and functions are assigned by line, users behind the PBX are isolated from most of the features and functions in the base switching system. 

• PBX access lines support a large number of telephones that share a considerably smaller quantity of access lines. The traffic load presented to the base telephone system is much greater for PBX access lines than normal telephone lines. Therefore, PBX access line rates are consequently higher than normal telephone line rates for the same COS. 

2.3 Key Telephone Service (KTS). Key Telephone Service permits sharing of telephone lines by a number of users. The shared telephone lines appear on buttons, or "keys", on key telephone stations. KTS access lines from the base telephone switch are connected to a Key Service Unit (KSU) on the customer’s premise which controls the key sets installed "behind" the KSU. KTS is normally used to reduce the cost of leasing commercial telephone lines or at locations where there are not sufficient cable pair to install individual telephone lines to each user. 

• Due primarily to the high cost of maintaining KSU equipment, KTS is gradually being phased out and replaced with single-line concept. New KTS will only be installed in special cases where there are not sufficient cable pair to provide single-line service or unless special justification is provided. 

• Where KTS is installed, billing will be by the number of key stations (multi-line instruments) installed. The rate includes the key station, the KTU, and all features and keys available on the station. The key station rate does not include the access lines (telephone numbers), which will be billed by COS. For example, a KTS with 3 Class A lines shared by 5 key telephone sets will be billed at 3 Class A lines times the Class A rate plus 5 key stations times the station rate. 

2.4 Single-Line Concept. Under Single-line concept, each telephone is connected directly to the base switching system. All features are provided from the base switching system. 

• Although each user has a private line, the overall cost of single-line is lower than KTS due to the cost associated with maintaining KTS equipment on the customer’s premise. 

• Single-line service provides users with a wider range of capabilities from the modern digital central offices than are available to KTS users. Although KTS equipment has advanced significantly, there are still many shared resources in the base switch which are not accessible to KTS users. The base switch can also provide all the same, or equivalent, features that are available on KTS systems. 

• DoD has directed that all DoD service will migrate to single-line. Therefore, except under special circumstances, and with proper justification, all new service will be single-line and existing KTS will ultimately be converted to single line. 

2.5 Features. Additional functions and capabilities programmed on individual telephone lines. A group of basic no-charge features will be installed on all lines as required to support the single-line concept or when requested by the user. All other features will be billed in addition to the basic line charge. 

2.5.1 Basic Feature Group. The following features are required to support conversion to single-line concept and are included in the basis COS line rate. Single-line feature requirements vary depending on the layout and functional requirements of offices in which single-line concept is installed. The basic feature group will be designed and installed during conversion to single line concept at no additional cost. Single-line features installed or changed at the user’s request after installation or conversion to single line will incur a non-recurring service order charge. Basic single-line features installed on non-single-line telephones at the request of the customer will incur both a non-recurring installation charge and monthly recurring charges. 

• Call Pick-Up (CPU) 

• Call Transfer/3WC 

• Call Hold 

• Call Forward Busy/No-Answer (CFB/CFD) 

• Last Number Re-dial (LNR) 

2.5.2 Optional Features. Features that are not required for single-line concept, but are requested by the customer. Optional features are billed a flat monthly unit rate for each feature. A one-time NRC will be charged to cover cost of installation and administration. 

2.5.3 Switched Data Service. Switched data service provides a direct digital connection between a data terminal, e.g., personal computer (PC), Video Tele-Conferencing (VTC) terminal, etc. and the base telephone switch for the purpose of placing switched (dial-up) calls to other data terminals without modems. The switched data service rate includes all equipment, to include the Channel Service Unit (CSU)/Data Service Unit (DSU) provided by Base Communications and installed on the customer premise, and will be added to the basic COS rate for the line Switched 56 Service. Direct digital dial-up service at rates up to 56 kbps. Basic Rate Integrated Service Digital Network (ISDN). A digital data service that provides two 64 kbps data or voice B channels and one 16 kbps D signaling channel over a single dial-up telephone line. 

2.5.4 Voice Mail. Voice mail will be installed and associated with a single directory number. Each voice mail box will incur a single monthly recurring charge. A single voice mail box may be used by any number of users via authorization code; however, each box will only be associated with a single telephone number and will only be provided a single authorization code. If multiple numbers and authorization codes are required, each user must obtain a separate mail box. 

2.5.5 Uniform Call Distribution (UCD) / Automatic Call Distribution (ACD). UCD and ACD permit automated routing and call management to a group of stations, e.g., trouble desk, airline reservation type arrangement. The basic UCD/ACD rate is applied to each UCD or ACD group. There is no fixed limit to group size; however, size will be restricted to workable groups as determined during design phase and implementation testing. 

2.5.6 Custom Features. Custom features, such as combinations of UCD or ACD, voice mail, Voice forms, etc. designed and programmed to satisfy special requirements will be rated during design. 

2.6 Labor and Material Charges. Customers will be billed an flat rate established for each service ordered. Flat rates include labor and incidental material charges and have been established in accordance with the NCTS Guam Base Communications Office Performance Work Statement (PWS) which was developed for the A-76 Competitive Sourcing Study. In addition to the flat rate charges, equipment unique to an individual customer requirement (ie. Customer Premise Equipment (CPE), telephone instruments, transceivers, line drivers, etc.) will be charged. 




3.1 Definition of Private-Line Services. Private-line services provide dedicated connections between two or more users. Private-line services differ from common-user services in that facilities are available to end users on a full-time basis. 

• Within the NCTS GUAM Base Communications system, all telephone lines, including DSN, are common-user. While each line, or number, is dedicated to the user, the user must dial a number and compete with other users of the system to connect to the desired party. With a private-line service, each end user is permanently connected to other end users. 

• Private-line facilities may be physical connections, e.g., copper cable pair or a dedicated channel of a radio (microwave facility) or cable multiplex system, or may be provided via a virtual channel, e.g., a telephone or switched data circuit to which the end users are permanently connected via software. 

• Private-line services may be used to inter-connect two or more users on Guam, or to connect users to common user system such as the DISN Non-Secure Internet Protocol Router Network (NIPRNET). Although the NIPRNET is a common user (shared) worldwide data network, a private-line is required to connect on-island users to the NIPRNET host site at NCTS GUAM. 

3.2 Types of Private-Line Services

3.2.1 Metallic Service. Metallic service refers to copper cable pair normally required to pass direct current (DC) signaling and normally used for security, intrusion and fire alarms, telemetry and other types of DC signals. Metallic service will also be billed for when copper cable pair are required to extend analog or digital communication services to remote off-base locations where NCTS GUAM Base Communications does not have carrier facilities. 

3.2.2 Voice Grade Service. Analog, or voice grade, service provides a 4 kHz voice path between two or more dedicated users. 

Analog services may be used for voice, or may be used for digital data services via modems provided by the users. When users provide modems to transmit/receive data via analog services, NCTS is only responsible for the analog path. Unless the customer specifies and pays for line conditioning, NCTS Base Level Communications shall not be responsible for meeting any quality requirements above those available on a standard voice telephone line. Any digital transmission/reception problems through the customer-provided/owned modems shall be the responsibility of the customer. 

3.2.3 Data Grade and High Capacity Services. Data grade and high capacity service provides direct digital connections between two or more users. Data rates at from 9.6 kbps to 1 gbps Ethernet are presently available. When the customer specifies a data grade or high capacity service, NCTS GUAM will provide the data path, to include the required Data Service Unit (DSU) or Channel Service Unit (CSU), to the customer’s premise. Higher data rates may be provided on a case-by-case basis. 

3.2.4 Ethernet. Dedicated Ethernet connections are available. Ethernet connections may require the user to fund installation of a fiber optic link if none presently exists between specified service locations. 

3.3 Billing Procedures

3.3.1 Metallic Circuits. Metallic circuits are billed by mileage which is measured as a direct line between the end users. Metallic circuit billing is shown in Figure 3-1. 

• An initial charge will be billed for the 1st quarter mile of each cable pair required. An additional charge will be billed for each additional quarter mile required. 

Two-wire circuits will be billed as 1 cable pair. Four-wire circuits will be billed as 2 cable pair. See Figure 3-1 Sections (a) and (b).

• Multi-point metallic circuits will be billed only one initial quarter mile per each 2-wire circuit (2 initial quarter miles for each 4-wire circuit) and total additional quarter miles required to connect all end users. See Figure 3-1 Section (c).

3.3.2 Voice and Data Grade Circuits. Voice, data and high capacity services are billed in basically the same manner by substituting the rate that applies for the type of service to the applicable configuration as described below. Point-to-Point Circuits. Point-to-point circuits connect two customer-specified-premises (CP). Included in the point-to-point services category are voice, hot-lines, computer-to-computer connections, video tele-conferencing connections, LAN-to-LAN connections, etc. Point-to-point data services are also used to connect remote users to DISN common user systems, e.g., IDNX, NIPRNET, SIPRNET located at NCTS GUAM. On-Base Circuits. An on-base (intra-base) point-to-point circuit connects two end-users located on or within the same Navy base or installation. On-base point-to-point circuits may be analog, digital or high capacity services. 

Figure 3-2 illustrates two examples of on-base point-to-point circuits. Figure 3-2 Section (a) illustrates a circuit that traverses the base MDF. In Figure 3-2 Section (b), the circuit does not traverse the base MDF. 

• A single flat rate charge has been established for each type of on-base circuit. This rate includes all costs associated with all circuit components and applies regardless of the distance between each CP and the station MDF or whether the circuit traverses the MDF or occupies two points on a cable pair between the CP and the MDF. The billing rate applies to the entire circuit as shown in each diagrams. Base-to-Base Circuits. A base-to-base or inter-base point-to-point circuit connects two end users located on two different bases

Figure 3-3 illustrates two examples of inter-base point-to-point circuits. Figure 3-3 Section (a) illustrates a situation in which the end-users are located on two different bases which are directly connected by a single base level communications inter-base link. Figure 3-3 Section (b) illustrates a situation where the circuit must traverse one or more intermediate bases in order to connect the two end-users.

• A single flat rate charge has been established for each type of inter-base circuit. Mileage between each combination of inter-base channels has been averaged. The single flat rate charge applies regardless which two bases or facilities each end user is on, the distance between end bases, or how many bases the circuit must traverses. Multi-Point Circuits. Multi-point circuits connect three or more distinct end-users. The end-users may be on the same base or facility or may be on different bases or facilities. On-Base. An on-base multi-point circuit connects three (3) users located on the same base or installation. 

Figure 3-4  illustrates a typical on-base multi-point circuit with three (3) users located on the same base. 

• An on-base multi-point circuit is billed as a single on-base point-to-point circuit with an additional local terminal (local loop) charge for the third and each subsequent user. In the above example, the user will be billed for one on-base point-to-point circuit (analog or data as specified by the customer) and one additional terminal. Inter-Base. An inter-base multi-point circuit connects three (3) or more users where at least one user is located on a different base than the other users. 

Figure 3-5  illustrates a typical inter-base multi-point circuit connecting one user on one base with two users on a second base. In this example, the customer is billed for one inter-base point-to-point circuit of the type specified and one additional local loop (additional terminal) for the second (and each subsequent) terminal on each base. 

Figure 3-6  illustrates an inter-base multi-point circuit connecting three (3) users at three (3) separate bases. In this example, the customer is billed for two separate inter-base point-to-point circuits. Any additional connection to a fourth (4th), or additional base, will constitute an additional inter-base point-to-point circuit charge for each connection to another base. Any second or subsequent user terminal on any base will incur an additional local loop (additional terminal) charge. Off-Base Circuits. Off-base circuits extend point-to-point or common user dial services to users located outside the confines of a Navy base or installation as defined in paragraph 3.3.1. Off-base circuits use Navy cable plant if available or GTA cable plant to areas not served by Navy cable plant. 

Figure 3-7  illustrates a typical circuit to an off-base location served by Navy cable plant. In this example, the customer is billed the flat rate for an on-base point-to-point circuit, which recovers the cost of both on-base and off-base circuit termination’s and the 1st cable quarter mile plus total additional metallic cable mileage from the MDF at the closest Navy base or facility to the off-base user location. The mileage rate is charged to cover the high cost of maintaining cable plant outside a Navy base or installation. 

• In the case of customer locations not served by Navy cable plant, service will be leased from GTA. In such cases, the customer will be billed the appropriate Navy Base Level Communications rate for the portion of the circuit provided by the Navy, GTA charges and current Base Level Communications processing charge for each circuit. Andersen AFB Circuits. Any circuit that uses NCTS Guam Base Communications connectivity to Andersen AFB is considered an inter-base circuit and will be billed at the appropriate inter-base rate.

3.3.3 Multplexing Arrangements. Multiplexing arrangements break down DS1 (1.544 mbps) high capacity circuits into 24 voice grade channels, 24 (DS-0) 64 kbps digital channels, or some combination of voice and DS-0 channels. Multiplexing arrangement charges apply to each end of a DS1 circuit.  With the recent addition of the Synchronous Optical Network (SONET), multiplexing capability for DS1 (1.544 mbps), DS3 (45 mbps), OC3 (155 mbps) and OC12 (688 mbps) data rates are now available. Single-Ended Arrangement. A single-ended multiplexing arrangement is used in a situation where the customer provides a T1 data stream, from a customer owned private branch exchange (PBX), from an off-base or off-island source, or from some other item of equipment and requires base level communications to demultiplex the 1.544 mbps data stream into 24 voice or 24 individual 64 kbps data circuits. The base level multiplexing equipment may be installed in the base communications office (BCO), which is the most common arrangement, Figure 3-8 Section (a), or on the customer premises, Figure 3-8 Section (b). The customer will be billed for one (1) multiplexing arrangement. The customer may also require base level communications to provide a 1.544 mbps circuit from the source of the data stream to the service location. The 1.544 mbps circuit will be billed separately and in addition to the multiplexing arrangement. Double-Ended Arrangement. A more common multiplexing arrangement is a double-ended arrangement used to provide 24 point-to-point channels between two customer-designated premises via a Base Communications-provided DS1 circuit. The multiplex equipment may be installed at the BCO, the most common arrangement, Figure 3-9 Section (a), or at the customer premise, Figure 3-9 Section (b). In this situation, the customer will be billed for two (2) multiplexing arrangements. Multiplexing arrangement charges are in addition to charges for the 1.544mbps circuit. The advantage to the customer is that the cost of a 1.544 mbps circuit with multiplexing arrangement is significantly lower than the cost of 24 individual point-to-point circuits. Special Arrangements. Typical multiplexing arrangements, as shown in Figure 3-8, assume the multiplex equipment is installed on the user's premises and is terminated in DS1 data streams (1.544 mbps) provided by Base Communications. The following special arrangements will incur additional charges as indicated. 

• The BCO may provide a multiplex arrangement to terminate an off-island DS1 customer-provided signal for the purpose of deriving 24 channels. The multiplex arrangement at the off-island location will be provided by the customer or the off-island activity with which the customer may require connectivity. In such a situation, the customer will be billed for the Base Communications-provided on-island multiplex arrangement. The user will also be billed for any special arrangements necessary to interface and ensure inter-operability with the customer-provided DS1 and distant end off-island multiplex. This is a special design which will be engineered and charges developed for each individual installation on a case-by-case basis. 

• In a situation where the Base Communications multiplex equipment is not installed on the customer premises, but the customer requires the individual circuits to be delivered to the customer premises, the customer will be billed for the individual point-to-point or multi-point circuits required to extend each channel to the customer's location. This is a special design which will be engineered and charges developed for each individual installation on a case-by-case basis. 

3.4 Installation. The customer will be billed all costs associated with any private-line installation as follows: 

• Labor and support costs for planning, engineering and installation are included in the Base Communications flat rate installation charge.

• The customers will also be billed for any specific equipment required to provide the service, e.g., transceivers, DSU or CSU, channel cards, etc.

• The customers will be billed for any special installations and design efforts at the BCO support contractor hourly billing rate. The customer will be advised of any non-standard design, equipment, material and installation charges prior to installing the service.

Customers requesting work to be performed after hours or on weekends will be accessed the ECP labor rate of $60/hour.




4.0 General. INTERNET and Metropolitan Area Network (MAN) services are common user packet switched digital transmission services utilizing Internet Protocol (IP). 

4.1 Metropolitan Area Network (MAN) Service. An IP based data network service that serves Guam Navy bases. MAN services are generally used to connect remote users to customer’s data network servers or for LAN-to-LAN connectivity. MAN connections are presently available at data speeds up to 100 mbps. The Ethernet connection may not provide a full 10/100 mbps capacity to all island locations. All services are billed by connection rate. 

4.2 INTERNET. Internet access is available for e-mail applications or for world-wide-web access via the military NIPRNET. INTERNET access is available on the local user’s LAN via an unrestricted MAN connection (access to INTERNET included) or via a Serial Line Internet Protocol (SLIP) or Point to Point Protocol (PPP) connection to a NCTS GUAM Base Level Communications server. 

4.3 E-Mail. Activities without dedicated e-mail capability may obtain an e-mail account from Base Level Communications as a flat monthly rate per address.

4.4 DSL.  Currently the BCO supports both HDSL (High-speed Digital Subscriber Line) and ADSL (Asymmetric Digital Subscriber Line).  ADSL supports data rates of from 1.5 to 9 Mbps when receiving data (known as the downstream rate) and from 16 to 640 Kbps when sending data (known as the upstream rate). The main characteristic of HDSL is that it is symmetrical: an equal amount of bandwidth is available in both directions. For this reason, the maximum data rate is lower than for ADSL. 




Access Line. A circuit from a user's premises to a base telephone switch, Internet node, IDNX node or other common user access point. 

Asymmetric Digital Subscriber Line (ADSL)

Base or Installation. A Navy base or installation normally delineated by the fence line or property line.   Naval Base Guam, Naval Hospital, Naval Magazine, NCTS GUAM and Barrigada are bases. For billing purposes, the PWC Administrative Complex and Camp Covington will be considered part of Naval Base Guam; however, due to circuit distances involved, Polaris Point and the Piti Power Plant are considered separate installations. 

Base Central Office (BCO). The Communications facility that includes the primary switching center and/or Main Distribution Frame (MDF) on a Navy base or installation. 

Channel Mileage (CM). Channel mileage refers to the distance between serving BCOs, or between serving BCOs and off-base end users. Channel mileage recovers the cost of the fiber optic or copper cable and associated light or PCM cable carrier systems between bases or between a base to an off-base facility operated by Base Communications. 

Channel Termination (CT). Base Communication central office equipment used at each end of a base-to-base circuit to provide the carrier channel. A channel termination may consist of a switched 56 kbps line port, a PCM channel bank line card, or an MDF which terminates a base-to-base cable. There are two channel terminations at each end of a base-to-base transmission path. For a circuit that traverses two Base Communications hub-to-hub links, there will be four channel terminations; for three hub-to-hub links, there will be six termination’s, etc. 

Circuit Mileage. Direct line-of-sight distance between end points of a dedicated circuit. Circuit mileage is charged for metallic circuits. Circuits which traverse fiber optic or PCM cable carrier systems are billed by channel mileage for the carrier channels. 

Circuit Customer Termination (T). The termination of a voice grade, data grade or high capacity circuit provided by Base Communications at the customer premises. The termination may be a voice terminal (VT) or a data terminal (DT). 

Common-User Circuit. A circuit that is shared by any number of users that normally access the circuit through a base switch, either telephone or data switch. 

Customer Premises (CP). The customer owned location where the Base Level Communications service is to be delivered. 

Digital Subscriber Line (DSL)

Digital Termination (DT). The termination of a digital or high capacity circuit at the customer premises (CP). The DT may be a cable terminal to which the customer connects their equipment or may be a data service unit (DSU) or channel service unit (CSU) as dictated by the requirements of the service. The cost of the DT is included in the local loop charge. 

High-speed Digital Subscriber Line (HDSL)

Integrated Services Digital Network (ISDN).  

International Switched Voice Service (ISVS).

Local Loop (LL). That portion of a private-line circuit that connects the customer premises (CP) to the serving NCTS GUAM Base Central Office (BCO) or Main Distribution Frame (MDF). The LL includes all Base Communications facilities, i.e., cable, building terminal (T) and any Data Service Unit (DSU) or Channel Service Unit (CSU) provided by Base Communications. 

Main Distribution Frame (MDF). The NCTS GUAM Base Level Communications facility where all cables are terminated. On-base customers are connected to each other, the base switch, inter-base transmission facilities or off-base cables via the MDF. 

Metropolitan Area Network (MAN)

Monthly Recurring Charge (MRC). A fixed monthly charge for each Base Communications service, circuit or circuit component. 

Multi-Point Circuit. A dedicated private-line circuit which connects three or more distinct user terminals. 

Non-Recurring Charge (NRC). A one-time charge for the cost of labor and materials to install, modify, relocate, etc. a Base Communications service. After installation, monthly recurring charge are assessed to cover operation and maintenance costs of facilities required to provide the service on a continuing basis. 

On-Base Circuit. A circuit with each user located on or within the confines of a base or in close enough proximity to the base to be served by distribution cable from the base MDF 

Point-to-Point Circuit. A dedicated private-line circuit which connects two distinct user terminals. 

Private-Line Circuit. A circuit dedicated to users that are permanently connected via a physical or virtual path. 

Voice Termination (VT). The termination of a voice grade or analog circuit at the customer premises (CP). The VT is normally a terminal to which the user connects their equipment. The cost of the VT in included in the local loop charge.
