             Senior Chief Shinn graduated from Eisenhower High School in 1995 and enlisted in the Navy 10 December 1996.  He attended basic training at RTC, Great Lakes Illinois and then Radioman “A” School.  He has successfully completed several Navy missions in support of Operation Desert Fox, Operation Iraqi Freedom and Operation Enduring Freedom as well as deployments with multi-national ground forces in both Iraq and Afghanistan in support of the Global War on Terrorism.
            In Sep 1997, he was assigned to USS Independence (CV-62) in Yokosuka, Japan as PC Repair Technician.  While deployed to Persian Gulf in support of Desert Fox he qualified as Enlisted Surface Warfare Specialist. After deployment he was picked as a “skeleton crew” member for decommissioning of USS Independence in Bremerton, WA.
            Upon decommissioning in Oct 1998, Senior Chief Shinn cross decked to USS Kitty Hawk (CV-63), taking the place of Independence in Yokosuka, Japan as the nation’s only forward deployed Aircraft Carrier.  While on his second deployment to the Persian Gulf in support of Dessert Fox he earned his Aviation Warfare qualification while working in the Carrier Intel Center (CVIC) Intel Systems division.
            In Oct 2001, he reported to Cruise Missile Support Activity Camp Smith, Hawaii. While there he administered the Tomahawk Planning System and Digital Imagery Workstation networks in support of TLAM planning for Operation Iraqi Freedom and missions in CENTCOM AOR. Before completion of his tour; he was selected to IT1.
            In October 2004, he reported to his third aircraft carrier, USS Carl Vinson (CVN-70), in Bremerton, WA as LPO of CS-5, CS-3 Divisions.  His initial deployment was in support of the ships homeport change to Newport News, VA for the Refueling Complex Overhaul (RCOH) 3.5 year yard period.  During this yard period Senior Chief Shinn deployed to Iraq in January 2006 as part of the Navy’s first group of Individual Augmentees.  He was embedded with British Collation forces, completed over 30 convoys and trained Iraqi forces.
            In July 2008, he reported to Maritime Civil Affairs Squadron Two were he was selected to Chief Petty Officer. He spent one year in the training pipeline in preparation to deploy on civil affairs missions, but due to command restructure and reorganizing within Naval Expeditionary Combat Command and was forced to PCS two years early and was given follow-on GSA orders in September 2009 to USCENTCOM. During his tour he was selected as personal Mobile Communicator and Network Analyst for CENTCOM Commander General David Petraeus, and Deputy General John Allen.
            In May 2010, he transferred to Defense Information Systems Agency, Pacific (DISA PAC) where he operated as Systems Control Officer and Watch Officer of the PACOM AOR Global Information Grid during Japan’s Operation Tomodachi. He was directly responsible for the rerouting of data of eight broken 10GB underwater fiber trunks. He also formed the DISAs first Enterprise Service Desk in support of the military’s migration to Enterprise Email.
            In February 2015, he transferred to his fourth aircraft carrier, USS John C. Stennis (CVN-74).  The command made a seven month deployment to C3F and C7F AORs serving as LCPO of Main Communications division and Information Branch LCPO.
            Senior Chief Shinn’s decorations include the Defense Meritorious Service Medal, Joint Commendation Medal, Navy Commendation Medal (two awards), Joint Service Achievement Medal (two awards), and Navy Achievement Medal (four awards).  He has earned numerous unit, campaign ribbons and medals and four Enlisted Warfare Qualifications.
