Captain Julia L. Slattery
Captain Julia L. Slattery, a native of Los Altos, California, graduated from the United States Naval Academy in 1993 with a Bachelor of Science degree in Aerospace Engineering.
Upon commissioning, she entered the Surface Warfare community and reported to USS WILLAMETTE (AO 180) serving as 1st LT/Replenishment Officer, Main Propulsion Assistant and deployed in support of Operation Southern Watch. In 1996, she reported to USS BATAAN (LHD 5) as a Plankowner, serving as Fire Control Officer and deployed in support of Operation Full Provider in the Dominican Republic and Puerto Rico.
In 2000 she graduated as a Distinguished Graduate with a Master of Science degree in Operations Research from the Naval Postgraduate School, and was awarded the Military Operations Research Society award for Outstanding Thesis for 2000.
Slattery next reported to USS O’KANE (DDG 77) as the Weapons/Combat Systems Officer, deploying in support of Operation Enduring Freedom. Subsequently redesignated a Cryptologist she reported to Kunia Regional Security Operations Center (KRSOC) Hawaii in 2002 serving as Department Head of the analysis and reporting directorate.
In 2004, Slattery reported to the staff of the Commander, US Fleet Forces Command, where she served as lead Information Officer Planner. In 2007, she reported to the staff of Commander, 2nd Fleet where she served as the Fleet Cryptologic Resource Coordinator, Special Security Officer and JTF Assessment Cell lead. In 2009 she reported to Navy Cyber Warfare Development Group (NCWDG) Suitland where she served as Acquisitions Department Head and lead of the Commander’s Action Group. She is also qualified as a Level II Acquisition Professional.
Slattery commanded Navy Information Operations Command Bahrain from 2012 to 2014 providing Information Warfare direct support to CENTCOM combat operations and to Commander 5th Fleet in support of Operation Enduring Freedom, and Maritime Security Operations in the NAVCENT area of responsibility. She is a 2015 graduate of the National Defense University Eisenhower School for National Security and Resource Strategy, with a Master of Science degree in National Resource Strategy, an Information Communications Technology focus and a Cyber Concentration.
Captain Slattery served on the Joint Staff as Division Chief, Cyber Policy Division in the J5 Global Policy and Partnerships Directorate. Her tour included assignment to the Office of the Chairman as Chief of Staff for the Chairman's New Administration Transition Team.
Captain Slattery is honored to serve as Commanding Officer, Navy Cyber Defense Operations Command (NCDOC).
Commander Scott L. Cone
Commander Scott L. Cone, a native of Broken Arrow, Oklahoma, began his military career by enlisting in the U.S. Navy in July 1988. As an enlisted Cryptologic Technician (Interpretive), he distinguished himself in a wide array of assignments with the Naval Security Group and National Security Agency, including duties as an Operations Watch Supervisor, Senior Analyst/Reporter, Subsurface/Airborne Operator and Mission Supervisor, Foreign Language Instructor, and Technical Curriculum Developer/Supervisor. His extensive tactical cryptologic background provided him with a solid professional foundation, and led to his qualification in Submarines (USS BILLFISH), as a Naval Aircrewman (ES-3A SHADOW and EP-3E ARIES II reconnaissance aircraft), and ultimate selection to Chief Petty Officer in 1998.
Following graduation from Officer Candidate School, Pensacola, Florida, in 2000, he was commissioned an Ensign (Special Duty-Cryptology, subsequently re-designated Cryptologic Warfare). He has successfully completed both service and Joint assignments as a Direct Support Element Officer in support of CNO-directed special operations, Senior Watch Officer and Chief of Enterprise Engineering at the Aerospace Data Facility (Buckley AFB, Colorado), Mission Director and Deputy Division Chief at the Joint Defense Facility Pine Gap (JDFPG), Officer-in-Charge of U.S. Navy Information Operations Detachment Alice Springs, Australia, Flag Cryptologist for Commander, Carrier Strike Group ELEVEN (USS NIMITZ), Officer in Charge, U.S. Navy Information Operations Detachment Digby, United Kingdom, and as a Branch Chief and Joint Military Planner for Cyberspace and Information Operations at the National Security Agency.
Cone was previously assigned to Commander Naval Forces-Europe, Commander Naval Forces-Africa, Commander SIXTH Fleet (CNE-CNA-C6F) from September 2016 to July 2018, where he served as Director N39 (Information Operations and Special Activities).
Commander Cone currently performs duties as Executive Officer, Navy Cyber Defense Operations Command (NCDOC) since August 2018.
Cone's awards and decorations include: Defense Meritorious Service Medal (three awards), Meritorious Service Medal, Joint Service Commendation Medal, Navy/Marine Corps Commendation Medal (two awards), Joint Service Achievement Medal, Navy/Marine Corps Achievement Medal (two awards), as well as various personal, unit, and campaign medals. He is entitled to wear the Information Dominance Warfare device, is designated a Joint Qualified Officer, and holds Masters Degrees in both Public Administration (Bowie State University) and Systems Engineering (Naval Postgraduate School).

Senior Enlisted Leader
Senior Chief Halleran enlisted in 1999 from Fort Lauderdale, Florida. He attended recruit training and completed Information System Technician “A” School in Great Lakes, Illinois.
His tours include USS John C. Stennis (CVN-74), San Diego, California; USS Coronado (AGF-11) San Diego, California; Commander Helicopter Maritime Strike Wing Atlantic, Mayport, Florida; Pre-commissioning Unit USS Makin Island (LHD 8) San Diego, California; Center for Information Dominance (CID) Learning Site Norfolk, Virginia; USS Mount Whitney (LCC-20) Gaeta, Italy, and Navy Cyber Defense Operations Command (NCDOC), Suffolk, Virginia. He has served on multiple Western Pacific deployments in support of Operation Southern Watch and Operation Enduring Freedom as well as deployments throughout the Mediterranean Sea, Black Sea, and South America. CMDCS (IW/SW/AW) Halleran currently serves as the NCDOC Command Senior Enlisted Leader.
Senior Chief Halleran is a Master Training Specialist and a recipient of the Military Citizen of the Year Award. His personal awards include the Navy and Marine Corps Commendation Medal (three awards), the Navy Achievement Medal (three awards), and various unit and personal awards. He is a recipient of The President of the United States Lifetime Achievement Award as well as the President’s Call to Service Award. He is a proud husband and father of two children.
