CDR McCaffrey first served on active duty in the United States Marine Corps from 1989 to 1993 and the USMC active reserve from 1993-1995. He served as a Security Guard aboard the USS John F. Kennedy (CV 67) in the Marine Detachment. CDR McCaffrey also served as a Rifleman in the 2nd Battalion 2nd Marine Division, Fox Company. While in the Marine Corps, CDR McCaffrey participated in Operations PROVIDE PROMISE, DESERT SHIELD and DESERT STORM. CDR McCaffrey joined the Navy through Officer Candidate School in 2000 as a Cryptologic Warfare Officer.
CDR McCaffrey has served in a wide variety of Signals Intelligence and Information Operations assignments. Shore duty assignments include the Naval Security Group Activity Northwest Virginia and Naval Security Group Activity Norfolk Virginia. Duties included Direct Support Officer and Physical Security Officer. Additionally, CDR McCaffrey was assigned to Naval Information Warfare Activity now named Navy Cyber Warfare Development Group serving as a computer networks operations team lead and mission commander. He also served in the Director of National Security Agency Fellowship program.
During sea duty assignments CDR McCaffrey served as the Cryptologic Direct Support Officer aboard USS The Sullivans (DDG 68) and as SSES Division Officer aboard USS Bataan (LHD 5) completing numerous deployments to Mediterranean Sea, Red Sea, Indian Ocean, Arabian Gulf and the North Atlantic Ocean. He also served as the Computer Network Operations team lead and Naval Special Warfare Tactical Development and Evaluation Squadron Five Information Operations Officer in Charge at Naval Special Warfare Development Group. He deployed as an IA to CFACC ISRD in Qatar in support of OEF/OIF and also served as an Information Operations OIC/Operator directly supporting Joint Strike Force combat operations in Afghanistan. He participated in Operations NOBLE EAGLE, COPPER DUNE, ENDURING FREEDOM and IRAQI FREEDOM.
CDR McCaffrey reported as the Cyberspace Mission Area Director for Naval Information Warfare Training Group Norfolk and in February 2019 assumed duties as Executive Officer, Naval Information Warfare Training Group Norfolk.
CDR McCaffrey’s education includes a Bachelor’s degree in Criminal Justice and a Master’s degree in Computer Science/Software Engineering. He also received a Certified Information Systems Security Professional accreditation.
CDR McCaffrey’s personal decorations include the Bronze Star, Defense Meritorious Service Medal, Meritorious Service Medal, Navy/Marine Corps Commendation Medal (three awards), Air Force Commendation, Navy/Marine Corps Achievement Medal (three awards) and Navy/Marine Corps Combat Action ribbon.
