LCDR Julia M. Hubertz
Executive Officer, NCMS Washington D.C.

 Lieutenant Commander Hubertz was born and raised in Fort Wayne, Indiana. She graduated from Purdue University with a Bachelor’s degree in Law and Society and was commissioned through Purdue’s NROTC Program as a Distinguished Military Graduate.


LCDR Hubertz qualified as a Surface Warfare Officer aboard USS BATAAN (LHD-5), where she led the Forward Main Propulsion Division within the Engineering Department.  She later served aboard USS NITZE (DDG-94) as the Damage Control Assistant (DCA).  During her second division officer tour as a SWO, LCDR Hubertz was selected for lateral transfer to the Information Warfare Community.


Following her sea tours, LCDR Hubertz completed the Information Warfare Basic Course at NTTC Corry Station, FL and was assigned to Navy Information Operations Command Texas as a Department Head and Deputy Division Chief.  


LCDR Hubertz returned to sea aboard USS CARL VINSON (CVN-70) where she led the Cryptologic and Electronic Warfare Divisions, and completed a deployment to both the Arabian Gulf and Western Pacific.


After earning a M.A. in Defense and Strategic Studies from the Navy Command and Staff College, LCDR Hubertz reported to U.S. Central Command for her O-4 milestone assignment as the Senior Intelligence Analyst for the JICCENT’s Cyber Intelligence Branch. While stationed at USCENTCOM, LCDR Hubertz earned her Master’s in Cybersecurity from Saint Leo University.


LCDR Hubertz is currently the Executive Officer for NCMS Washington D.C. 


Her personal awards include the Defense Meritorious Service Medal, Joint Commendation Medal, Navy and Marine Corps Commendation Medal, and Navy and Marine Corps Achievement Medal.
