Mission:  The Deputy Chief of Naval Personnel and Commander, Navy Personnel Command (DCNP/CNPC), on behalf of the Chief of Naval Personnel (CNP), is responsible for inquiry into and reporting on, the effectiveness and efficiency of field activities in the CNP/CNPC command.  The BUPERS IG serves as the principal advisor to the CNP and DCNP for inspection matters and is responsible for coordinating and conducting inspections of field activities.  In this capacity, the IG serves as Chief Inspector and exercises overall direction and coordination of the Command Inspection Program for CNP commands and activities.  

Approach:   Our approach is to identify the mission of the inspected command, determine how well they are doing it, and find out what are the obstacles to better performance.   We assume the people in the inspected command are working hard to do the best they can.  We use self-assessment methodology to the extent possible because we are concerned with the customers' evaluation.  While we are not compliance oriented, we do check compliance with Navy directives.  We do not conduct "checklist" inspections.

Frequency:   All activities under the command of the CNP receive a command inspection about every three years.  More frequent inspections are conducted as circumstances require.

Schedule:   Approximately one year in advance, the IG provides the activity inspected with the specific dates of the scheduled command inspection. Customers and other offices are also notified and asked to identify problem areas for review and evaluate the inspected activities' services and products.

Team Composition:  Command Inspection Teams consist of a sufficient number of qualified members to adequately perform a thorough command inspection.  Assistant Chief Inspectors and other inspection team members are assigned to the IG on a temporary additional duty (TEMADD) basis from within BUPERS, activities under the command of CNP, or from other bureaus or agencies, as required.  On-site inspection time by members will be held to a minimum in terms of time and the number of inspectors. 

Products:  The following products are generated during a BUPERS IG command inspection:

  • Self-Assessment Report
  • Outbrief - Consists of rough problem statements including formal/informal recommendations and good news (BZ!) items in the form of small paragraphs.
  • Formal Report - Issued approximately six to eight weeks after the completion of the inspection this report contains an evaluation of the activity including comments necessary to substantiate the overall evaluation.  The formal report also contains information on conditions requiring remedial action which should be brought to the attention of the commanding officer of the inspected activity and higher authority.

Follow-up:  Feedback is an important element of the inspection process.  Conditions requiring action are tasked to appropriate activities and CNP officials by DCNP/CNPC.  Activity and CNP officials assigned action on inspection recommendations shall provide an Implementations Status Report (ISR) to the IG quarterly until corrective action is complete.  DCNP/CNPC is the final approval authority for completion of BUPERS inspection recommendations.
