Active Readiness Information System (ARIS) provides major manpower management activities the ability to obtain current essential manning information. 

Requesting Access for your Activity
ARIS access is granted to DON major manpower management activities.  The Manning Control Authorities (MCAs), NPC (P4013), and NPC (P455) are the approving authorities.  If you require access, submit a request as follows:

A completed SAAR-N form (OPNAVINST 5239/14 REV 9/2011) to NAVPERSCOM Pers-4013 at MILL_ARIS_HELP@NAVY.MIL.  The SAAR-N form must be dated and signed by the new user, their supervisor, their Information Assurance Manager(IAM) or designated appointee, and their IT Security Manager.  User must also submit their current certificate of completion for the following with their SAAR-N form:

This training is available via E-Learning.
Once the new user account is established, an email will be sent to the user with the logon ID, password, and important logon information.  All system access for military members will expire at the requesting member's Projected Rotation Date (PRD) at their current command.  Civilians will be granted a three-year access.  Access must be renewed if desired past the assigned expiration.  

Security Rules for User Accounts
All authorized users of ARIS must follow a few rules in order to retain access. Violation of any of these rules can result in suspension or removal of the user account.

Logon ID sharing
Do not disclose your Logon ID and password to anyone. To divulge this information to other individuals gives them access in your name. If there is a need for additional Logon IDs/passwords at your activity, follow instructions for requesting  ARIS user accounts. If it is suspected that your account is being used by someone other than yourself, your account will be suspended.

User accounts will be monitored for inactivity and may be deactivated when not in use for over 30 days. All user accounts inactive for 90 days will be removed from the system.

Disclosure of Information
Department of the Navy (DON) policy prohibits disclosure of names and duty addresses or duty telephone numbers of service members when disclosure would reveal classified information or when disclosure "would constitute a clearly unwarranted invasion of personal privacy". Disclosure of names and duty addresses or duty telephone numbers of members assigned to units that are stationed in foreign territories, routinely deployable, or sensitive can constitute a clearly unwarranted invasion of personal privacy. Disclosure of such information poses a security threat to those service members because it reveals information about their degree of involvement in military actions in support of national policy, the type of naval unit to which they are attached, and their presence or absence from their households.
