Based on the most recent PCS funding allocation received from OPNAV N-10, NPC is able to release orders for Sailors with estimated detaching dates through August 2016, if there are no training stops in the Sailors orders.  For those Sailors with TDI funded training stops in their orders, NPC is currently only releasing orders with estimated detaching dates through May 2016.   As we move further into the fiscal year and more funds become available from OPNAV N-10, the release window will expand.


Notes from the CTR Detailing Team

Greetings from your CTR Detailers.  We want to update you on some of the latest happenings within our rate by providing you with our quarterly community perspective news letter and by clicking on this link you can view it with using your email certificate with your CAC: News Letter

  • There are significant changes to CMS/ID and the process to how Sailors are selected for billets as advertised on CMS/ID.  It is critical that you understand the new selection process.  Please see NAVADMIN 226/12 for further information.
  • PRD Extension, Special Programs Screening, Spouse Co-location, and any other personnel requests must be submitted 12-10 months prior to your PRD.  All 1306 requests are to be routed through our Admin support and they can be found on our contact link. 
  • Sailors interested in applying for Instructor Duty billets as advertised on CMS/ID should review MILPERSMAN articles 1306-900 (Assignment of Enlisted Personnel to Special Programs) and 1306-953 (Instructor Duty) for minimum eligibility requirements for assignment.
  • The Career Navigator Program (formerly Fleet RIDE) introduces a new terminology designed to change how we think, discuss, and apply enlisted career management processes in order to promote proactive Sailor involvement in their careers.  Please refer to Career Waypoints (C-WAY) for additional information.
  • The last two important pieces are the PFA and warfare qualifications.  Both of these weigh very heavily for your Detailers in making CMS/ID selections.  If you have the opportunity to earn a warfare qualification, do so!  If you have a PFA issue, there is little that we, as the Detailers can do.  See NAVADMIN 277/08 for full details. 

  • Another important piece of information is the Sea-Shore Flow NAVADMIN that was released a couple of years ago NAVADMIN 361/12.  You are only eligible for a shore special program if you are in rotation for shore duty.


  • Contact CMS/ID Help Desk at your 10 month mark to have your account enabled.  After 60 days of no activity, your CMS/ID account will be disabled.  If you are still having issues contact your Detailer directly for assistance.  Ensure your email address and other contact information is correct in CMS

  • Submit 5 applications each month for a total of 15 applications for your 3 month negotiation window.  Sailors are eligible to be directed to a billet in their first month of negotiations.  Ref: NAVADMIN 226/12  #2 paragraph D.     

  • Another important thing to remember is to update your CMS/ID contact information.  I may use this to contact you concerning selections and to discuss details about applications and orders.
