Officer Active Component to Reserve Component (AC2RC) Transition

 

Ways to Transition to the Reserve Component via the Career Transition Office (CTO)

The Career Transition Office facilitates the transition of Active Duty officers (Resignation/ Twice Failure of Selection/POCR), Full Time Support officers (Release from Active Duty/Twice Failure of Selection), and Reserve Recall office​​rs to the Reserve Component IAW the current Fiscal Year Accession Plan. The Career Transition Office serves as a conduit between the active separation authority and the Navy Operational Support Centers (NOSC) by making the transition as smooth as possible by streamlining the transition process.

Please note, based on the FY18 Accession Plan, you may require screening by the Reserve Officer Community Manager (BUPERS-351) for your community before you can affiliate with the Selected Reserves (SELRES). The Accession Plan sets the limits/restrictions for SELRES accessions in each community. Affiliation with the SELRES is NOT GUARANTEED. Once you have confirmed your intent to join the SELRES, you will be screened by the Reserve OCM. If you have specific questions regarding your affiliation options, please consult with your Transition Assistant.

Active Duty

Resignation

1.    Transition Timeline

a.    Per MILPERSMAN 1920-200, officers resigning from active duty must submit the request at least 9 months in advance of the desired detachment month. After the resignation request is processed, PERS-451/834 will submit your name for a Reserve Oath request (Scroll), which goes up to the Office of the Secretary of Defense for approval. The scroll process can take 2-7 months to complete. Officers with Adverse Information in their record will not be submitted to the scroll process until the issue is resolved, and should work with PERS-834 to resolve any issues.  Officers will be sent an initial questionnaire by a CTO representative approximately 7 months prior to the requested detachment month. A Transition Assistant (TA) will reach out approximately 90 days out from separation to educate each officer on Reserve benefits and opportunities and help facilitate the transition to a Reserve unit. In addition, the TA will prepare and coordinate all necessary documentation for collection by your separation date. Approximately 1-2 months from separation, the TA will forward the Reserve Oath (if available) for signature. Following your separation date, and after PSD has posted your loss, the TA will submit your package for affiliation. The SELRES/VTU affiliation process takes 15 business days (on average) to complete, after which your Inactive Duty Training (IDT) orders will be drafted and you can report to your Reserve unit. The IRR affiliation process takes 7 business days (on average) to complete.

2.    Actions You Can Take

a.    Return the Initial Questionnaire to CTO as soon as possible, stating your Reserve affiliation intention.

c.     Schedule your separation physical for NET 6 months prior to your separation, and have the provider sign, stamp, and date the SF600/SF2807/SF2808.

d.    Determine your post-separation address and your desired drilling location.

e.    If you have not been contacted by your TA by 90 days prior to your separation, please reach out to CTO.

3.    Considerations

a.    If you have MSO remaining, you must affiliate with the Individual Ready Reserve (IRR) at a minimum to complete your obligation.

b.    If you do not have MSO remaining, you can decline your Reserve oath.

c.     You may be eligible for financial incentives (rank and designator dependent). Please reach out to your TA to discuss eligibility and associated obligations.

d.    If your separation date changes (earlier or later), please inform your TA immediately.

e.    If you are scheduled to promote prior to separation, please inform your TA immediately.

f.     If you choose to separate earlier than your requested separation month, your oath may not be available at the time of separation, causing a break in service (loss of benefits).

Twice Failure of Selection (2xFOS)

1.    Transition Timeline

a.    Per Title 10, officers that have twice failed to select for promotion must separate by the 1st day of the 7th month after notification. After the board results are released, PERS-451 will submit your name for a Reserve Oath request (Scroll), which goes up to the Office of the Secretary of Defense for approval. The scroll process can take 2-7 months to complete. Officers with Adverse Information in their record will not be submitted to the scroll process until the issue  is resolved, and should work with PERS-834 to resolve any issues.  Officers will be sent an initial questionnaire by a CTO representative approximately 6-7 months prior to the prescribed separation month. 3.    Considerations

a.    As an involuntary separation with greater than 6 years of service, you may be eligible for Involuntary Separation Pay (ISP). In order to receive the payment, you must sign the Page 13 in MILPERSMAN 1920-050 to agree to serve 3 years in the SELRES/VTU/IRR, sign your Reserve Oath, and turn both documents into your PSD. PSD will verify your eligibility IAW MILPERSMAN 1920-040, and calculate the amount of ISP you are entitled to per the MILPERSMAN 1920-060.

b.    You may be eligible for financial incentives (rank and designator dependent). Please reach out to your TA to discuss eligibility and associated obligations.

c.     If your separation date changes (earlier), please inform your TA immediately.

d.    If you choose to separate earlier than your requested separation month, your oath may not be available at the time of separation, causing a break in service (loss of benefits).

Probationary Officer Continuation/Redesignation (POCR)

1.    Transition Timeline

a.    Per the Probationary Officer Continuation and Retention Board business rules, officers that have been selected to separate from active duty must separate by the 1st day of the 4th month after notification. After the board results are released, PERS-451 will submit your name for a Reserve Oath request (Scroll), which goes up to the Office of the Secretary of Defense for approval. The scroll process can take 2-7 months to complete. Officers with Adverse Information in their record will not be submitted to the scroll process until the issue is resolved, and should work with PERS-834 to resolve any issues.  Officers will be sent an initial questionnaire by a CTO representative approximately 4 months prior to the prescribed separation month. A Transition Assistant (TA) will reach out approximately 90 days out from separation to educate each officer on Reserve benefits and opportunities and help facilitate the transition to a Reserve unit. In addition, the TA will prepare and coordinate all necessary documentation for collection by your separation date. Approximately 1-2 months from separation, the TA will forward the Reserve Oath (if available) for signature. 3.    Considerations

a.    If you have MSO remaining, you must affiliate with the Individual Ready Reserve (IRR) at a minimum to complete your obligation.

b.    Your ability to affiliate with the Reserves in a paid status (SELRES) is determined by the POCR board letter.

c.     You may be eligible for financial incentives (rank and designator dependent). Please reach out to your TA to discuss eligibility and associated obligations.

d.    If you choose to separate earlier than your requested separation month, your oath may not be available at the time of separation, causing a break in service (loss of benefits).

Full Time Support

Release From Active Duty (RAD)

1.    Transition Timeline

a.    Per MILPERSMAN 1920-200, FTS officers requesting release from active duty must submit the request at least 9 months in advance of the desired detachment month. Officers will be sent an initial questionnaire by a CTO representative approximately 7 months prior to the requested detachment month. A Transition Assistant (TA) will reach out approximately 90 days out from separation to educate each officer on Reserve benefits and opportunities and help facilitate the transition to a Reserve unit. In addition, the TA will prepare and coordinate all necessary documentation for collection by your separation date. Following your separation date, and after PSD has posted your loss, the TA will submit your package for affiliation. The SELRES/VTU affiliation process takes 15 business days (on average) to complete, after which your Inactive Duty Training (IDT) orders will be drafted and you can report to your Reserve unit. The IRR affiliation process takes 7 business days (on average) to complete.

b.    Obtain a copy of your FTS oath from your OMPF and send it to your TA.

3.    Considerations

a.    Ensure you have submitted a Release from Active Duty (RAD) request and not a Resignation request. A resignation request will result in an FTS officer being separated from the Navy completely.

b.    You may be eligible for financial incentives (rank and designator dependent). Please reach out to your TA to discuss eligibility and associated obligations.

Twice Failure of Selection (2xFOS)

1.    Transition Timeline

a.    See AD 2xFOS section.

b.    Due to the fact that you are a 2xFOS from the Reserve Active Status List (RASL), you are required to request continuation. PERS-92 will be reaching out to you with the required documents.

Reserve Recall

1.    Transition Timeline

a.    Reserve officers separating from active duty recall orders must transition through CTO in order to return to a paid status. Officers will be sent an initial questionnaire by a CTO representative approximately 90 days prior to the prescribed separation month. A Transition Assistant (TA) will reach out approximately 90 days out from separation to help facilitate the transition back to a Reserve unit. In addition, the TA will prepare and coordinate all necessary documentation for collection by your separation date. Following your separation date, and after PSD has posted your loss, the TA will submit your package for affiliation. The SELRES/VTU affiliation process takes 15 business days (on average) to complete, after which your Inactive Duty Training (IDT) orders will be drafted and you can report to your Reserve unit.

b.    Obtain a copy of your Reserve oath from your OMPF and send it to your TA.

3.    Considerations

a.    If you are a senior officer (O-5 and above), you will have to participate in the APPLY process per the COMNAVRESFORNOTE 5400. Please reach out to your TA if you have any questions.
