Preparing for a Statutory Promotion Board is different than most of the other boards conducted at NPC. An officer is eligible based on the annual "Zone Message" released by the Secretary of the Navy sometime in the December time frame. You do NOT have to submit an application or package. The law, (Title 10, US Code) mandates that officers will be considered at a prescribed time for promotion.

Review your record about 3 to 4 month before the board to ensure it is complete. For a POC and general information about checking on your record go to the Records Management website.

If something is missing or you have new information (like a recent award) or have information you want to bring to the board's attention you may submit a letter addressed to the board.  

If it is urgent it needs be sent via Overnight or Express Mail.  ALL correspondence sent to NPC is routed through the base's central mail facility.  This includes all OVERNIGHT and EXPRESS MAIL from commercial carriers as well as the US Postal Service.  Just because the base mail facility signs for a package does not mean it has made it to the board.  It can take approximately 2 additional business days for correspondence to be checked, sorted, forwarded to the Customer Service Center, and THEN arrive at the appropriate board.  Certified and registered mail are NOT recommended as they can add several additional days processing time.

Please note that if your commanding officer writes a letter of recommendation on your behalf he CANNOT send it separately to the board. It MUST be included in YOUR letter to the board.
