Executive Director, Navy Expeditionary Combat Command



Ms. Harned currently serves as the Executive Director at Navy Expeditionary Combat Command (NECC) and Navy Expeditionary Combat Command Pacific (NECCPAC) where she serves as the senior civilian for the Type Commander Staff responsible for all aspects of the man, train and equip functions for the Navy’s 20,000 plus Expeditionary Sailors and management of an assigned annual $700M OMN budget.  Ms. Harned also serves as the NECC representative to the Fleet Readiness Requirements Review Board (R3B). 


Ms. Harned entered the Senior Executive Service in May 2007.  From July 2011 to January 2015 she served in the Office of the Deputy Assistant Secretary of the Army for Research and Technology, in the Office of the Assistant Secretary of the Army (Acquisition, Logistics and Technology).  As Executive Director for Strategic Planning and Program Planning, she was responsible for the strategic direction for the Army Science and Technology (S&T) program and aligning S&T investment priorities with operational requirements. From June 2009 through July 2011 Ms. Harned was the Director for Advanced Components and Prototyping on the staff of the Office of the Assistant Secretary of Defense for Research and Engineering, Research Directorate.  In this position she was responsible for oversight of the Advanced Component Development and Prototypes (Budget Activity 4) portion of the Department of Defense Research, Development, Test, and Evaluation (RDT&E) program.  She was also responsible for leadership of the DoD Industry Independent Research and Development (IR&D) program, the DoD Office of Technology Transition, and OSD’s Small Business Innovation Research program.

Ms. Harned served as the Deputy Director of the Programming Division on the staff of the Chief of Naval Operations (OPNAV N80) from May 2007 through June 2009.  In this position she was responsible for development and balancing of the Navy Program Objectives Memorandum (POM) totaling approximately $125B annually.

Prior to Ms. Harned’s appointment in the Senior Executive Service she served in a variety of positions on the Chief of Naval Operations staff and in Naval research.  From 2004 through 2007 she was Deputy Branch Head for Warfighting Support Analysis in OPNAV N81 (Resource Analysis & Assessments), guiding operational analysis of Navy’s manpower and readiness programs.  

From 1993 through 2004 Ms. Harned was a Program Officer at the Office of Naval Research, where she directed the investment strategy for undersea warfare S&T.  She also served as the Director for Science and Technology on the Chief of Naval Operation Executive Panel staff from September 2001 to September 2003, where she led studies and projects pertaining to Naval and national security policy issues. 

Ms. Harned entered the Government Service in 1985 where she worked as an Electronics Engineer for Anti-Submarine Warfare sonobuoy signal processing development at the Naval Air Warfare Center in Warminster PA. 

Ms. Harned earned her Bachelor’s Degree in Electrical Engineering from Lehigh University, Bethlehem, PA.  She furthered her education at Penn State University, State College where she earned her Master’s Degree in Electrical Engineering.  Ms. Harned is also DAWIA Level III Certified (SPRDE S&T Management).

Ms. Harned is named as a co-inventor on Navy Patent #5,077,699 (“Digital Bottom Mapping”). Her personal awards also include the Department of the Navy Superior Civilian Service Award in October 2003 and July 2009 and OPNAV N8 Civilian of the Year in October 2006.
