Excerpt from the Commander's Guidance:
One of our responsibilities as Commanders is to set the conditions for success for our subordinates down to the unit level.  If our ships, submarines, squadrons, expeditionary units and cyber forces succeed, the Navy accomplishes its mission.  To set the conditions for success, I will issue Serials to direct action in specific areas. The first Serials will address areas that during my first six months in command I have found require significant command attention and immediate action down the chain-of-command.
