William Thomas Skinner, USN

U.S. Fleet Forces Command

Capt. Skinner is currently assigned as the Comptroller, US Fleet Forces Command where he leads the budget execution, formulation, funds’ administration, and financial policy for U.S. Fleet Forces and the Atlantic Fleet.

A native of Plymouth, Michigan, Capt. Skinner attended the United States Naval Academy, earning a Bachelor of Science in Economics. Upon graduation in 1988, he was commissioned an Ensign in the U.S. Navy Supply Corps. He also received a Masters in Management from Troy State University, Masters in Business Administration from Ohio State University, and a Masters in National Resource and Security Strategy from the Industrial College of the Armed Forces.

His shore and staff assignments: Chief of Staff, Joint Staff Logistics Directorate (J-4); Comptroller, Naval Air Forces Atlantic; Director Material Budgets, Naval Inventory Control Point Philly; Aide to the Director, Defense Logistics Agency; Mechanic, Program Objectives Memorandum (POM) Development Branch (N80) and Logistics Readiness Analyst, Assessment Division (N81) office of the CNO; Detailer, Naval Supply Systems Command (Officer Plans and Detailing Division).

His operational tours: Deployed to OEF/OIF as the Chief of Staff, Joint Contracting Command - Iraq/Afghanistan (JCC I/A); Supply Officer USS George Washington (CVN-73) ; Supply Officer USS Germantown (LSD-42); Supply Officer, Explosive Ordnance Disposal Mobile Unit FOUR (EODMU-4); Sales/Disbursing Officer and Assistant Stock Control Officer onboard USS Niagara Falls (AFS-3).

Capt. Skinner’s awards include: The Defense Superior Service Medal, Bronze Star Medal, Defense Meritorious Service Medal, Meritorious Service Medal (four awards), Joint Service Commendation Medal, Navy Commendation Medal (four awards), Joint Service Achievement Medal, Navy Achievement Medal (three awards), and several unit awards shared with shipmates. He is a qualified Naval Aviation Supply Officer, Surface Warfare Supply Corps Officer, Acquisition Professional, and Joint Qualified Officer (JQO).
