Michael E. McGregor

General Counsel,
U.S. Fleet Forces Command

Michael E. McGregor, a native of Spokane, Washington, graduated from Gonzaga University in 1978 and Gonzaga University, School of Law in 1981. In 1989 he earned a Masters of Law Degree from the University of Virginia, School of Law.

He was commissioned an Ensign in the United States Navy in 1979 and commenced active duty following graduation from law school and passage of the Washington State Bar in 1981. He served on active duty until February, 2007 when he retired, having achieved the rank of captain.

He served at 13 duty stations, including two assignments in the Navy Office of Legislative Affairs, and an assignment as the Special Assistant to the Vice Chief of Naval Operations (Legal and Legislative Matters). Operational tours included Command Judge Advocate, USS John F. Kennedy and Assistant Legal Advisor, U.S. European Command. His final duty assignments were as Commanding Officer, Naval Legal Service Office Mid-Atlantic and then as a Trial Judge in the Navy and Marine Corps Central Judicial Circuit.

In February, 2007, Mr. McGregor joined the Navy Office of General Counsel as Assistant to the General Counsel of the Navy (Legislation) reporting directly to the Principal Deputy General Counsel. In January, 2012 he was selected to serve as the General Counsel for the Navy Bureau of Medicine and Surgery. In January, 2015 he was selected for his current position as the General Counsel for the U.S. Fleet Forces Command.
