Frederick Sciulli

General Counsel,
U.S. Fleet Forces Command



Frederick Sciulli is an attorney with the Department of the Navy Office of the General Counsel. He currently serves as Counsel to the Commander of U.S. Fleet Forces Command, which organizes, trains, maintains, and equips Navy forces, develops and submits budgets, and executes readiness and personnel accounts for 3800 ships and aircraft and 500,000 personnel with a $11 billion budget. Mr. Sciulli began his legal career in 1981 as an associate with the Philadelphia law firms Mattioni, Ltd. and Riley Law Associates specializing in maritime and land use law respectively. He joined the Navy Office of the General Counsel in 1990 as Assistant Counsel, Military Sealift Command, Pacific in Oakland, California. From 1994 to 1997 Mr. Sciulli was Counsel, Military Sealift Command, Far East in Yokohama, Japan where he served as the sole legal advisor to the commander on business and operational issues. During the 1996-1997 academic year, Mr. Sciulli taught Admiralty Law as an adjunct professor at Temple University Japan. From 1997 to 2001 Mr. Sciulli served as Counsel, Human Resources Operations Center Western Region where he represented the Navy before courts and administrative boards and provided advice on Navy civilian personnel matters throughout the western United States and Pacific region. Mr. Sciulli was Counsel, Navy Region Southwest in San Diego from 2001 to 2003 where he served as the senior civilian legal advisor to the Regional Commander on shore infrastructure, fiscal, and civilian personnel issues. From 2003 to 2007 he was Counsel to Commander U.S. Pacific Fleet in Pearl Harbor, Hawaii where he served as the senior civilian legal advisor to the Pacific Fleet Commander on all business issues. He is the recipient of multiple Department of the Navy Superior and Meritorious Civilian Service Awards.

Mr. Sciulli is a 1977 graduate of the United States Merchant Marine Academy where he earned a Bachelor of Science degree, a U.S. Coast Guard license, and a commission in the U.S. Naval Reserve. He sailed as a third mate on U.S. flag commercial merchant vessels. Mr. Sciulli obtained his Juris Doctor degree from Vermont Law School in 1981 and in 1986 earned a Master of Laws degree at The London School of Economics and Political Science in London, England. In 2006 he completed the Senior Executive Fellows Program at the Harvard University John F. Kennedy School of Government.

Mr. Sciulli is a member of the Pennsylvania bar and is admitted to practice before the U.S. Supreme Court; U.S. Circuit Court of Appeals for the Third and Ninth Circuits; U.S. District Court for the Eastern District of Pennsylvania; the U.S. Court of Appeals for the Armed Forces; and the U.S. Court of Military Review. He has served as a Special Assistant United States Attorney for the Southern District of California. Mr. Sciulli is a retired Lieutenant Colonel in the U.S. Air Force Reserve Judge Advocate General’s Corps, a member of First Troop Philadelphia City Cavalry, and an Eagle Scout.
