Corporate operationsN1/4 – Corporate Operations

SMWDC N1/4 Corporate Operations department manages, analyzes and forecasts the command and four detachments’ military and civilian manpower and financial requirements. The department provides subject matter expertise in budgeting, contracting, logistics and facilities support, as well as overseeing the command’s multi-million dollar budget.

The N1/N4 department team serves as focal point for all personnel actions.

  • N1 develops efficient and effective personnel procedures that optimize the utilization of uniformed active duty, Navy civilian, and contractor personnel in support of Air and Missile Defense, Surface Warfare, Mine Warfare, Amphibious Warfare, Anti-Submarine Warfare and Missions of State readiness and training.

N4 performs all supply functions in support of the command and the detachments and coordinates with multiple Commander Navy Installations Command components to ensure quality facilities for training and assessments at the command and on the waterfront.


Training and AssessmentsN3/7 – Training and Assessments

SMWDC N3/7 Training and Assessment department supports the development of Warfare and Tactics Instructors, including training, curriculum, performance, assessment and certification requirements. We track and monitor all WTIs throughout the fleet, providing baseline and advanced training in IAMD, ASW, SUW, AMW, and MIW for mission support throughout the world.

Additionally, we are developing and will conduct the Advanced Readiness Program, a training phase with both underway and in-port events for all pre-deployment units on both coasts. The ARP is essential for training and repetition in order to increase tactical proficiency across the Surface Force.

We support all afloat surface units and the advancement of surface warfighting in today’s Navy.


Doctrine, TTPN5 - Doctrine, Tactics, Techniques, and Procedures

Develop, validate, standardize, publish, and revise TTPs

N5 increases the Combat Power of the Surface Fleet by developing cohesive behavior of Surface Naval Forces. Specifically, fast-smooth teamwork at the unit level and Warfare Commanders who can transform Combat Potential to Combat Power and employ it to accomplish assigned missions through the development, validation and publication of Doctrine and Tactics.

Provide operational and subject matter expertise

The N5 synchronizes operational and subject matter expertise support to Warships, Warfare Commanders, Strike Group Commanders, Numbered Fleet Commanders, and Combatant Commanders using a “hub and spoke” construct to rapidly transition Warfighting needs to solutions.

Shape Innovation through Advanced Concepts

N5 leads the development and introduction of innovative, advanced concepts for the Surface Navy. These advanced concepts enable adaptive decisions to be made by senior leaders impacting the manner and method Surface Naval Forces are employed across the globe.


N8/9 - Resources, Analysis, and ExperimentationN8/9 - Resources, Analysis, and Experimentation

SMWDC N8/N9 is responsible for conducting gap and capability analysis across the Surface, Anti-Submarine, Integrated Air & Missile Defense, Amphibious, and Mine Warfare areas. The Warfare Improvement Programs (WIPs) are the primary venues by which N8/N9 brings together operational warfighters, Naval Warfare Development Centers, Naval Air/Sea Systems Commands, and Resource Sponsors to form Collaboration Teams which formulate proposals for gap closure. These analyses also inform critical resourcing decisions across Numbered Fleets, Type Commanders, and OPNAV and help the surface community invest in the right Future Naval Capabilities to increase distributed lethality. We are also responsible for introducing Fleet Experiments with the goal of developing, validating, and improving Surface Warfare community doctrine and TTPs.
