James ‘Jim’ Kilby, Commander of the Naval Surface and Mine Warfighting Development Center (SWMDC), speaks to officers and enlisted personnel during the 2015 Surface Navy Association West Coast Symposium at Naval Base San Diego. Kilby focused on the establishment of SMWDC and the Navy's focus on "Warfighting First". SMWDC was established June 2015 and is responsible for increasing the tactical proficiency of individual surface warfare communities through the creation of warfare doctrine, underway assessment exercises and Warfare Tactics Instructors.
