A native of Fayetteville, North Carolina, Master Chief Bernard joined the Navy in August 1987 and attended Recruit Training Command, Orlando, FL. Upon completion of Seaman Apprenticeship Training in March 1988, he reported to USS FARRAGUT (DDG 37) in Norfolk, VA. He was assigned to 1st Division and completed a Mediterranean deployment. In November 1989, he reported onboard USS KITTY HAWK (CV 63) while the ship was drydock at Philadelphia Naval Shipyard, Pennsylvania.
In 1990, Master Chief Bernard transferred to Naval Air Station Sigonella, Sicily and was assigned to the Morale, Welfare, and Recreation Department. Following his oversea duty in May 1993, he reported to USS KALAMAZOO (AOR 6) in Norfolk, VA. where he was assigned as 2nd Division Deck Supervisor.
In July 1995, he reported to HELMINERON FOURTEEN (HM 14) in Norfolk, VA. During this tour he was exposed to the Mine Warfare community and earned his Small Craft Insignia. Following that assignment, in September 1998, he reported to EXPEDITION WARFARE TRAINING GROUP ATLANTIC at Little Creek Naval Amphibious Base Virginia Beach, VA. He was assigned as an instructor for Boatswain Mate Supervisor and Course Manager for Boatswain Mate Basic. During this tour he earned his Master Training Specialist.
In August 2001, Master Chief Bernard transferred to USS JOHN MCCAIN (DDG 56) in Yokosuka, Japan as OD Division Leading Chief Petty Officer. Then in October 2004, he reported to Transient Personnel Unit Pearl Harbor, Hawaii, where he was assigned as Assistant Officer in Charge and Senior Enlisted Advisor.
In April 2007, he was assigned to USS BLUE RIDGE (LCC 19) in Yokosuka, Japan, where he served as Deck Department Leading Chief Petty Officer. In addition, he was selected for the Command Senior Chief Program in January 2008. In May 2009, Master Chief Bernard reported to MCM CREW DOMINANT in San Diego, CA.
Master Chief Bernard holds a Bachelor of Arts degree in Justice Administration from Hawaii Pacific University. He is a graduate of the Senior Enlisted Academy class 130, Blue Group and CMC/COB class 59.
Master Chief Bernard's personal awards include: Navy Commendation Medal (2 awards); Navy and Marine Corps Achievement Medal (5 awards); Navy Unit Commendation Medal; Meritorious Unit Commendation Medal (3 awards); Good Conduct Medal (6 awards); Battle "E" Ribbon (4 awards); and various campaign awards.
