CDR Luis Raul Eliza
Executive Officer(November 2012 - May 2014)

Commander Luis Raul Eliza is a native of Rio Piedras, Puerto Rico and enlisted in the Navy in 1988. Prior to his commission, he served 1 year as a Deck Seaman and 7 years as a Storekeeper with sea and shore tours aboard the USS NORMANDY (CG-60), and the Naval Oceanography Command Facility in Keflavik, Iceland.
In December 1996, Commander Eliza received his commission through the Enlisted Commissioning Program. Following commission in June 1997, he reported for his first Division Officer tour as First Lieutenant aboard USS THOMAS S. GATES (CG-51). In December 1999, he reported to his second Division Officer tour aboard USS BLACK HAWK (MHC-58) and served as Chief Engineer.
From 2002 to 2004, Commander Eliza served ashore at the Surface Warfare Officer School Command in Newport, Rhode Island as lead instructor for Diesel Engineering.
In 2005, following Department Head School, Commander Eliza reported to USS UNDERWOOD (FFG-36) as Chief Engineer. In 2007, he reported to his second Department Head tour aboard the Pre-Commissioning Unit GREEN BAY (LPD-20) in Avondale, Louisiana where he served as the commissioning Engineer Officer.
In 2009, in support of the Global War on Terrorism, Commander Eliza deployed to the Join Task Force Guantanamo, Cuba where he served as Officer in Charge of the Joint Operations Center. In 2010, he transferred to Iraq for another deployment in support of the Global War on Terrorism. In Iraq, he served as Team Leader for the Kurdistan Regional Government Liaison Team during Operation Enduring Freedom.
In November 2012, Commander Eliza reported back to the USS GREEN BAY (LPD 20) as the Executive Officer.
Commander Eliza received his Bachelor’s degree in Accounting from the University of South Carolina and a Masters in Business Administration from the University of Rhode Island. His personal awards include the Defense Meritorious Service Medal, Joint Commendation Medal, Navy Commendation Medal (4), the Navy and Marine Corps Achievement Medal (3), and various unit and campaign awards.
