Executive Officer (November 2009 - July 2011)

Captain Flanagan is a native of of New York City, N.Y. He attended Southern Connecticut State College and received his commission from OCS in 1986.

His first tour of duty was aboard USS JUNEAU (LPD 10), where he served as Communications Officer and later, Boilers Officer. In November 1988, Captain Flanagan reported to USS LEAHY (CG 16) where he served as Battery Control Officer. In November 1994, Captain Flanagan reported to USS GETTYSBURG (CG 64) and served a thirty-two month tour as the Operations Officer. In October 1996, Captain Flanagan was selected to attend the Naval War College. While assigned to NWC, he obtained his Master’s Degree in National Security Affairs. He completed his Joint Professional Military Education (JPME II) at the Armed Forces Staff College. Following the completion of his post graduate education, Captain Flanagan reported to the staff of Cruiser Destroyer Group FIVE and served as Aide/Flag Secretary to the Commander.

Captain Flanagan’s tours ashore include Seamanship and Navigation instructor at the United States Naval Academy, Maritime Warfare and Tactics instructor at Surface Warfare Officer School Command; PACOM and SOUTHCOM Division Chief on the staff of the Chairman Joint Chiefs of Staff (J3).

In February 2000, Captain Flanagan reported to the USS THACH (FFG 43) as the Executive Officer. USS THACH deployed to the Northern Arabian Gulf with the CONSTELLATION Battle Group.

Captain Flanagan took command of the USS AUSTIN on December, 2004. In November 2005, AUSTIN deployed to the Arabian Gulf. During this deployment, USS AUSTIN (LPD 4) deployed over 300 Marines and 15 AAV’s into Iraq and served as an Afloat Forward Staging Base (AFSB) in the North Arabian Gulf for two months. In this capacity, AUSTIN coordinated afloat logistics for three USN ships conducting Maritime Security Operations IVO the Iraqi offshore OPLATS ABOT and KAAOT and served as a naval training platform for over 100 Iraqi marines, Sailors and 3 patrol boats. Under his command, AUSTIN won the 2005 CNO Safety Afloat Award for the Atlantic Fleet and the 2005 Battle Efficiency Award.

In November 2009, Captain Flanagan arrived aboard USS BOXER (LHD 4) to serve as the ship’s Executive Officer.

Captain Flanagan’s awards include the Defense Superior Service Medal; Meritorious Service Medal; Navy Commendation Medal; Joint Service Achievement Medal; Navy Achievement Medal and various unit and service awards.
