Commanding Officer - LCS Crew 103
Commander Desmond was born and raised in upstate New York and enlisted in the Navy in 1994. He was an Electronics Technician (ET) specializing in ship Meteorological Systems and his initial sea tour was in USS JOHN F. KENNEDY (CV 67). While on this tour he attained the rate of ET2 (SW) before being selected to attend Officer Candidate School.
CDR Desmond’s first Division Officer tour was as Gunnery Officer in USS MONTEREY (CG 61). Subsequent operational assignments include duty in USS GEORGE WASHINGTON (CVN 73) as Electrical Division Officer and in USS BULKELEY (DDG 84) as Weapons Officer and Combat Systems Officer. Because of manning shortfalls, he filled the two billets in BULKELEY simultaneously for over eight months. During his Department Head tours, BULKELEY earned a Battle “E”, the Unit Tactics Award and the Arizona Memorial Trophy.
Ashore, CDR Desmond was an instructor at the Surface Warfare Damage Control Assistant School, qualifying as a Master Training Specialist. He then served in the OPNAV N511 Advanced Concepts Branch from 2008 until 2011. While at the Pentagon, he completed a voluntary 13-month Individual Augmentation tour as Multi-National Forces-Iraq J33 Liaison Officer in the Ministry of Defense Joint Headquarters in Baghdad. CDR Desmond was next assigned to the J53 Southern Africa Regional Engagement Branch at the U.S. Africa Command based in Stuttgart, Germany.
He returned to sea duty in 2014 as Executive Officer of the Littoral Combat Ship Crew 103 “Rough Riders.” During this tour he sailed in USS FORT WORTH (LCS 3) as part of her maiden deployment, and fleeted-up in late 2015 to his current assignment as Crew 103’s Commanding Officer. He assumed command of PCU DETROIT (LCS 7) in August 2016 and will sail her to homeport and prepare her for full fleet introduction.
CDR Desmond attended the State University of New York (SUNY) at Cobleskill, received a Bachelor’s in Environmental Science from SUNY Plattsburgh, and holds a Master’s in Diplomacy and Military Science (Cum Laude) from Norwich University. He is married to the former Elizabeth Milliman of Rochester, New York, and has three children. CDR Desmond is authorized to wear the Defense Meritorious Service Medal, the Meritorious Service Medal and other individual, unit and campaign decorations.
