|CAPT Randy Garner
A native of North Carolina, Capt. Garner graduated from the United States Naval Academy in 1990 earning a Bachelor of Science degree in General Engineering.
His sea duty assignments included Combat Information Center Officer, Damage Control Assistant, and Main Propulsion Assistant aboard USS Halyburton (FFG 40), which included a Standing Naval Forces Mediterranean (SNFM) deployment and a counter-narcotic mission conducted in support of the United States Coast Guard.
Department head tours included Chief Engineer aboard USS Simpson (FFG 56), with a second deployment in support of SNFM. He then served as Chief Engineer in USS Monterey (CG 61) deploying to the Mediterranean, Persian Gulf, and supporting Operation Southern Watch. And, later participating in a complex maintenance period where the first Smart Ship installation was completed to a VLS equipped CG.
Capt. Garner served as the Surface Strike Officer in Commander Cruiser Destroyer Group Two, embarked in USS George Washington (CVN 73), supporting Operations Enduring Freedom and Southern Watch.
His first command tour was in USS Scout (MCM 8) where he participated in pre- deployment exercises with the Tarawa Amphibious Readiness Group and participated in Exercise Lead Shield III, a multi-agency homeland defense exercise in the port of Long Beach, California. Scout was awarded the Battle “E” Efficiency award twice and the Atlantic Fleet Marjorie Sterrett Battleship Award winner in 2003.
During his most recent sea tour, Capt. Garner served as the Executive Officer of USS Freedom (LCS 1) Gold Crew and then as Commanding Officer. With Gold Crew, he sailed Freedom on her maiden deployment to the Western Caribbean and Eastern Pacific Ocean with four at-sea drug interdictions, totaling in over 10,000 pounds of narcotics seized.
Shore tours included Monterey, California, where he earned a master’s degree in Systems Engineering. Capt. Garner most recently served as the Future Ship Requirements Officer at Commander, Naval Surface Forces Pacific in Coronado, California.
Capt. Garner’s personal awards include the Meritorious Service Medal (four awards), Navy Commendation Medal (two awards), and Navy Achievement Medal (four awards).
