CDR Allen D. Adkins was born in Dallas, Texas and attended high school in DeSoto, Texas. He was awarded a four year NROTC scholarship to attend the United States Merchant Marine Academy at Kings Point where he graduated and received his commission in 1995.
His first tour of duty was aboard USS JOHN A MOORE (FFG-19), where he served as Electrical Officer, Auxiliaries Officer, and later, the Main Propulsion Assistant. In 1999, CDR Adkins reported to the Commander, United States Sixth Fleet where he served as the Assistant TLAM Strike Officer.
In May 2002, CDR Adkins reported to USS SHILOH (CG-67) and served a thirty-six month tour as the Weapons Officer and Combat Systems Officer. In 2002-2003, USS SHILOH deployed to the Northern Arabian Gulf as the Air Defense Commander for the ABRAHAM LINCOLN Carrier Strike Group in support of Operation Iraqi Freedom. In 2005 SHILOH conducted tsunami relief operations in Indonesia. In July 2007, CDR Adkins was selected to attend the Army Command and General Staff College (CGSC). While assigned to CGSC, he obtained a Master’s Degree in Military Arts and Science and completed his Joint Professional Military Education (JPME I).
CDR Adkins’ tours ashore include Officer in Charge of Afloat Planning Systems, Atlantic (APSLANT) and NATO planning officer for the United Kingdom Maritime Battle Staff (UKMARFOR). At APSLANT he was in charge of all TLAM mission planners for Commander Second Fleet deploying Strike Groups. At UKMARFOR he served as a NATO planning officer in Portsmouth, England. During this tour there he deployed to Iraq as part of the UK-US coalition in support of Combined Task Force Iraqi Maritime (CTF IM).
CDR Adkins’ awards include the Meritorious Service Medal; Joint Service Commendation Medal; Navy Commendation Medal; Navy Achievement Medal and various unit and service awards.
