Commander Cupps is a native of Carswell Air Force Base, Fort Worth, Texas, and raised in Springdale, Arkansas. He was awarded a four year NROTC scholarship to attend the University of Missouri. He graduated and received his commission in 1994.
His first tour of duty was aboard USS NASHVILLE (LPD 13), where he served as Electrical Officer, Damage Control Assistant, Navigator, and Administrative Officer. In January 1997, CDR Cupps reported to USS GEORGE WASHINGTON (CVN 73), where he served as the Surface Operations Officer.
In January 2002, CDR Cupps reported to USS THACH (FFG 43) and served an eighteen month tour as Chief Engineer. In November 2003, he reported to USS PHILIPPINE SEA (CG 58) and served as Chief Engineer for nineteen months.
CDR Cupps attended the Naval War College in Newport, Rhode Island, completing a Master’s Degree in National Security and Strategic Studies. While at the Naval War College, he also completed the Navy Operational Planner Course.
His tours ashore include Officer Programs Recruiting Department Head and Operations Officer at Navy Recruiting District, St. Louis and Deputy Executive Assistant for the Director, Navy Staff, Office of Chief of Naval Operations.
In January 2007, CDR Cupps reported to USS PREBLE (DDG 88) as the Executive Officer. PREBLE deployed to the Northern Arabian Gulf as part of the JOHN C. STENNIS Strike Group and performed Maritime Security Operations and Oil Platform Defense missions.
His awards include the Meritorious Service Medal, Navy and Marine Corps Commendation Medal (with 3 gold stars), Navy and Marine Corps Achievement Medal (with 2 gold stars), and various unit, campaign and service awards.
