Executive Officer - Blue Leadership
Commander Roger (Dale) Heinken, Jr. was commissioned through the United States Naval Academy in 1995 with a degree in mechanical engineering. His initial assignment was in USS GETTYSBURG (CG 64) where he served as Operations Intelligence Division Officer and Combat Information Center Officer from January 1996 to July 1997. From August 1997 to September 1998, he attended Nuclear Power School in Orlando, FL, and prototype in Charleston, SC. His second sea tour was onboard USS CARL VINSON (CVN 70) where he served as Chemistry and Radiological Controls Assistant and Machinery Division Officer from October 1998 to September 2000.
Following his division officer tours, Commander Heinken was assigned to the United States Naval Academy as the Deputy Director, Professional Development Division from October 2000 to October 2002. In August 2003, he reported onboard USS RUSSELL (DDG 59) to serve as the Operations Officer. His second department head tour was on USS GEORGE WASHINGTON (CVN 73) as the Reactor Training Assistant from April 2005 to February 2007.
Following these sea tours, he served as a member of the Commander, U.S. Pacific Fleet Nuclear Propulsion Examining Board; a Federal Executive Fellow at the Institute for Defense Analyses in Alexandria, VA; and on the Joint Chiefs Staff J-5, Strategic Plans and Policy. He is currently assigned as the Executive Officer of USS FREEDOM (LCS-1) BLUE.
He earned a Master of Science in Information Systems and Technology degree in 2003 and a Master of International Public Policy degree in 2009 from The Johns Hopkins University.
