USS Ford Change of Command

EVERETT, WASHINGTON – On April 4th, 2011, CDR Donald M. Foss relieved CDR Cord H. Luby as Commanding Officer of the Everett based Frigate, USS FORD (FFG 54). The Change of Command ceremony took place on board FORD as she was moored at Naval Station Everett. CDR Foss said of the ceremony, “It was a touching moment to see the crew and ship at it’s finest. CDR Luby was a great mentor, leader and friend to all aboard. I am honored and looking forward to serving as FORD’s Commanding Officer and to take part in her future successes.”
CDR Luby took command of FORD in August of 2009 and has enjoyed a busy, yet very successful tour. Marked largely by a string of successful inspections, certifications, and participation in RIMPAC 2010, his tour was one that has left FORD and her crew sharpened and better prepared. With admiration to his crew, CDR Luby confessed, “FORD is the best crew I have ever served with. I am glad to be relieved by CDR Foss who you all know, and is not a stranger. ” CDR Luby is now headed to the Pentagon where he will continue to serve the Surface Warfare community as the Deputy Program Manager for Distance Support within the Program Executive Office Enterprise for Information Systems (PEO EIS).
CDR Foss is a native of Charleston, South Carolina. He attended the University of South Carolina where he earned a Bachelor of Science degree in Criminal Justice. In 1992 he enlisted in the United States Navy as a Fire Controlman, and upon completion of initial training, was assigned to USS MITSCHER (DDG 57) as a member of the commissioning crew, homeported in Norfolk, Va. In 1995 he was selected to attend Officer Candidate School where he earned his commission as a Naval Officer. He served subsequent sea tours on USS COWPENS (CG 63), USS SHRIKE (MHC 62) and USS BULKELEY (DDG 84).
CDR Foss’s tours shore tours include duty as an Instructor and Officer Course Manager at the Mine Warfare Training Center in Ingleside, Texas, from September 2000 through August 2002. He attended the U.S. Army Command and General Staff College in Fort Leavenworth, Kansas, from January 2006 to January 2007, and completed a joint tour as Programs Officer and Executive Assistant to the Director, Program Analysis and Financial Management (TCJ8), at the United States Transportation Command, Scott Air Force Base, Illinois, from January 2007 through February 2009. His most recent tour was aboard USS FORD (FFG-54) as Executive Officer from August 2009 to April 2011.
