Commander Rowland
Commanding Officer (September 2009 - September 2011)

CDR Rowland was raised in Halifax, Virginia. He was awarded an NROTC scholarship to attend the University of Virginia where he graduated and received his commission in 1993 and earned a Master’s Degree in Business Administration from Indiana University at South Bend.

Commander Rowland’s initial service at sea was aboard USS ARLEIGH BURKE (DDG 51). Serving as First Lieutenant, he conducted operations in support of Operation SUPPORT DEMOCRACY in the Caribbean and also deployed to SIXTH Fleet. Following this assignment, CDR Rowland reported to the Nuclear Power School in Orlando, Florida, with follow-on orders to the Nuclear Power Training Unit in Charleston, South Carolina. In February 1997, CDR Rowland reported to USS SOUTH CAROLINA (CGN 37) and served as Machinery Division Officer and later as the Main Propulsion Assistant. CDR Rowland was then assigned to the NROTC Unit at the University of Notre Dame as an NROTC instructor. He then reported to USS BARRY (DDG 52) as Operations Officer and deployed to FIFTH Fleet and conducted boarding operations in the Northern Arabian Gulf. In October 2003, CDR Rowland reported to USS GEORGE WASHINGTON (CVN 73) as the Reactor Training Assistant. While assigned to GEORGE WASHINGTON he deployed to the Northern Arabian Gulf to conduct operations in support of Operations ENDURING FREEDOM and IRAQI FREEDOM. In February 2006, CDR Rowland reported to USS GARY (FFG 51) as the Executive Officer. While forward deployed in Yokosuka, Japan, Commander Rowland conducted numerous international exercises and subsequently spearheaded the ship’s homeport shift to San Diego, California, managing a ship’s force personnel turnover of approximately 75%. In February 2008, CDR Rowland reported to Air Forces Atlantic Fleet in Norfolk, Virginia, as the Officer in Charge of the Surface Nuclear Propulsion Mobile Training Team. As the OIC, CDR Rowland was responsible for the training and maintenance programs in each of the six Atlantic Fleet CVNs.

CDR Rowland’s awards include the Meritorious Service Medal, Navy Commendation Medal (5), Navy Achievement Medal (2), Sea Service Deployment ribbon (6), and various unit and service awards.
