CDR Elaine A. Collins is a native of Seattle, Washington. She is a 1996 NROTC graduate of Washington State University where she earned a Bachelor of Arts degree in Business Administration with a dual emphasis in Human Resources/Personnel and Management.
At sea, she has served as Chief Engineer in USS MONTEREY (CG 61) from 2005 to 2007 and USS McCAMPBELL (DDG 85) from 2004 to 2005; and Safety Officer in USS SACRAMENTO (AOE 1) and Communications Officer in USS DAVID R. RAY (DD 971). CDR Collins has deployed to the Arabian Gulf in support of UN Security Council resolutions, Operations Enduring and Iraqi Freedom. She has also deployed in support of Cooperation Afloat Readiness And Training, Standing NATO Maritime Group Two and Operation Active Endeavor. Most recently, CDR Collins served as Executive Officer in USS MOMSEN before fleeting up to Commanding Officer.
Ashore CDR Collins served as an NROTC Instructor at the University of Washington. She also served at U.S. Fleet Forces Command in Global Force Management and as the Deputy Executive Assistant to the Deputy Commander.
CDR Collins is a graduate of the USMC Command and Staff College and has a Masters of Business Administration in Managerial Leadership from City University. Her awards include a Meritorious Service Medal, Navy and Marine Corps Commendation Medal (three awards), Navy marine Corps Achievement Medal (two awards), and various unit and service awards.
