Senior Chief Petty Officer Carter was born in Chicago, Illinois. He enlisted in the United States Navy on 07 Oct 1996, where he then attended Recruit Basic Training in Great Lakes, IL.
After the basic training he attended the Seaman ATD School. He reported to his first duty station USS TORTUGA LSD46 as an undesignated Seaman in January of 1997.
 In 1999 he was advanced Gunners Mate 3rd Class PO and worked in OW Division as the Work Center Supervisor, advancing to GM2 in the year 2000. In 2001 he reported to RTC Great Lakes as a Navy Instructor. While there he served as a shift supervisor and Technical Training Department’s ORM coordinator.
 In 2003 he advanced to GM1 prior to his transfer in 2004. In 2004 he reported to the USS GRASP ARS51 where he served as Weapons Department Leading Petty Officer, Command Fitness Leader and Command Master at Arms. He decommissioned ARS51 in and was awarded Sailor of the year in 2005. In 2006, he was then transferred to MSRON 4 a pre-commissioning security boat unit.
There he was part of the first active duty squadron to serve full-time as seaward security. In 2006 he was selected to Chief Petty Officer and served as a DET Leading Chief Petty Officer and Patrol Leader until transfer in 2009. In 2009 he transferred to shore duty at RTC Great Lakes. There he served as the Small Arms Marksmanship Trainer Leading Chief Petty Officer where helped develop the Navy’s first home Handgun Safety Course and also served as the Command Fitness Leader. In 2013, he deployed to Djbouti, Africa on a Overseas Assignment serving as the Weapons Leading Chief Petty Officer at Camp Lemonnier, Djbouti.
In 2014 he reported to USS MUSTIN DDG89 after completing Vertical Launcher System “C” school. Immediately upon his arrival he was selected for Senior Chief Petty Officer and assumed all duties and responsibilities as Weapons Leading Chief Petty Officer, Command Fitness Leader and Senior Watch bill Coordinator. He’s currently serving as Acting Command Master Chief. Senior Chief Carter’s awards include the Navy and Marine Corps Commendation Medal (2), Navy and Marine Corps Achievement Medal (6 awards), Army Achievement Medal, Military Outstanding Volunteer Service Medal, and various Navy Unit Commendations.
