LCDR Joseph A. Torres Jr. is a native of Victorville, California. He was commissioned in December 1997 through the Enlisted Commissioning Program (ECP) and graduated with a Bachelor of Arts in both History and Political Science from San Diego State University.
Enlisting in the Navy in August 1990, he is a former CTA1(SW) and served in DCMS Washington, DC and USS KINKAID (DD 965).
Following commissioning, he reported to USS LAKE CHAMPLAIN (CG 57) and served as Strike Officer followed by a tour as Training and Assistant Operations Officer in DESRON 23. His subsequent sea tours were in USS HOPPER (DDG 70) as Operations Officer and DESRON 15 embarked on USS KITTY HAWK (CV 63) and USS GEORGE WASHINGTON (CVN 73) as Future Operations / Exercise Planning Officer (N5).
Ashore, LCDR Torres was selected for the DC Internship Program and earned a Master of Arts in Organizational Management from The George Washington University. As an intern, he served at the State Department as well as in the Office of the Secretary of Defense (OSD) and Joint Staffs. He later served as a SWO Junior Officer detailer in Naval Personnel Command (PERS-41) and attended the Naval War College earning a Master of Arts in National Security & Strategic Studies. His most recent assignment was in the Surface Warfare Officers School Command as the Director of Trainers & Simulation (N71).
His personal decorations include the Meritorious Service Medal, Navy Commendation Medal (seven awards) and the Navy Achievement Medal (two awards) in addition to various unit and campaign awards. Additionally, he is a recipient of the 2007 Commander Naval Surface Forces Leadership Award.
LCDR Torres assumed his current position as Executive Officer of USS MUSTIN (DDG 89) in May 2013.
