Executive Officer (September 2012 - April 2014)
CDR Fay hails from Scarborough, Maine. He earned his Bachelor of Arts in Mass Communications from the University of Maine and his commission through the NROTC program in 1996.
Afloat, CDR Fay completed division officer tours as Electronic Warfare Officer and Communications Officer from June 1998 to May 2000 in USS DAVID R RAY (DD 971) and as Fire Control Officer in USS ARLEIGH BURKE (DDG 51) from Sep 2000 to Feb 2002. As a Department Head, he served as Operations Officer in USS FITZGERALD (DDG 62) as part of the Forward Deployed KITTY HAWK Strike Group from December 2004 to May 2006 and then as Operations Officer in USS BUNKER HILL (CG 52) from May 2006 to December 2007.
Ashore, CDR Fay earned a Master’s of Science in Information Technology Management and completed Joint Professional Military Education (Phase I) while attending the Naval Postgraduate School. He served on the Chief of Naval Operations staff as Requirements Officer for Harpoon, Naval Guns, and Ammunition (N864G). He also served in the North Atlantic Treaty Organization (NATO) Maritime Command Naples as staff officer for Theater Missile Defense, Maritime Strike Warfare planner, and Maritime Operations for NATO Operations ACTIVE ENDEAVOUR and UNIFIED PROTECTOR.
CDR Fay’s personal awards include the Defense Meritorious Service Medal, the Meritorious Service Medal, the Navy Commendation Medal with one gold star, and the Navy Achievement Medal with two gold stars amongst other campaign and unit awards.
